EDITOR’S NOTE: Clallam commissioners will hold a continued public hearing at 6 p.m. Tuesday, July 17 on a proposed ordinance that would ban consumer fireworks in unincorporated areas. Due to an editing error, this report intially said the hearing would be Tuesday, June 26.
Clallam County commissioners will discuss a proposal to prohibit thin-film, non-compostable plastic bags Monday.
The work session will begin at 9 a.m. in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
No action is expected.
The Clallam County Solid Waste Advisory Committee unanimously recommended that commissioners enact a plastic bag ordinance that mirrors the city of Port Angeles’ Bring Your Own Bag law.
The city law, which takes effect July 2, requires merchants to charge a 5 cent fee for any bag provided at checkout.
Other discussion items for the work session include:
• An update on Puerto Rico’s response to the devastation caused by Hurricane Maria and how it relates to Clallam County emergency planning.
• A contract change order with Snyder Building for the Clallam County jail re-roof project.
A Shoreline Master Program update is planned for 1 p.m Monday.
Commissioners will hold their regular business meeting at 10 a.m. Tuesday.
Action items include:
• A letter to the state Department of Ecology on its evaluation of the unincorporated Port Angeles Urban Growth Area for coverage under the 2019 Western Washington Municipal Stormwater Phase II general permit.
• Recognition for Sheriff’s Sgt. Lyman Moores for more than 29 years of service to Clallam County.
• An amended interlocal agreement with Kitsap, Jefferson and Mason counties and the Kitsap Public Health Division for the Hood Canal regional septic loan program.
• A real estate purchase and sale agreement with William Shore Memorial Pool District for the parcel at 205 E. Fifth St. in Port Angeles.
• An agreement with Teamsters Local 589 to renew and activate medical, dental and vision benefits through June 2020.
• An agreement with Washington State University to restructure budget amounts for the Master Gardener Extension program.
• A call for bids for the Marsden and Pearce roads culvert replacement project.
• A call for bids for the Bluff Drive culvert replacement project.
• A resolution regarding an integration pilot for the Salish Behavioral Health Organization.
• A resolution appointing Alice Ryan to the North Pacific Coast Marine Resources Committee for western Clallam and Jefferson counties.
• Resolutions adopting supplemental appropriations and budget revisions.
• A call for July 10 hearing on proposed title amendments for code compliance and board of health regulations.
• A public hearing for the consideration of debatable budget emergencies.
• A public hearing to authorize the trade of surplus Sheriff’s Office pistols and magazines.

Sequim/Clallam County
The Sequim City Council will hold a joint meeting with Clallam County commissioners Monday.
The meeting will begin at 5 p.m. at the Sequim Civic Center, 152 W. Cedar St.
Agenda items for the joint meeting include human services funding, a financial analysis of District Court consolidation and next steps for regional planning for the proposed Dungeness River off-channel reservoir.
Forks
The Forks City Council will consider a Quillayute Airport runway rehabilitation project bid Monday.
The meeting will begin at 7:30 p.m. at Forks City Hall, 500 E. Division St.
The council also will consider setting a public hearing date for a proposed six-year street plan.
Clallam PUD
Clallam County Public Utility District commissioners will hear a recommendation from staff to declare a district-owned facility surplus property when its meets Monday.
An executive session to review the performance of a public employee will begin at 1 p.m. It is not open to the public.
The regular meeting will begin at 1:30 p.m. in the Lake Crescent Boardroom at the Carlsborg main office, located at 104 Hooker Road.
Olympic Medical Center
Olympic Medical Center and Jefferson Healthcare commissioners will hear an Olympic Community Health update by OMC CEO Eric Lewis and Jefferson Healthcare CEO Mike Glenn when they convene for a joint meeting in Chelan at 11:30 a.m. Wednesday.
The boards will meet in the Campbell’s Resort second-floor conference room at 104 W. Woodin Ave., Chelan.
An advocacy discussion between the two boards will then follow.
North Olympic Library System
North Olympic Library System Board of Trustees will approve an agreement of the Clallam Bay ballot box when they meet 5:30 p.m. Thursday.
The meeting will be held at the Clallam Bay Library, 16990 state Highway 112.
Also on the agenda is election of officers, appointment of committees and a review of campaign season guidelines.

Crescent School District
The Crescent School District Board of Directors will consider 2018-19 salary and wage agreements when it meets Thursday.
