Port of Port Angeles awards contract for two buildings at airport park

PORT ANGELES — Port commissioners awarded a $3 million construction contract to a Carlsborg company for two buildings at Airport Industrial Park.

Primo Construction’s winning bid totaled $2,964,537, including taxes.

It was one of four submitted to the Port of Port Angeles for the construction project, which began as a

$4 million “Build America” bond program.

“All of the contractors use local subcontractors,” port Executive Director Jeff Robb said.

The initial plan was to add a single 2,500-square-foot, custom manufacturing space for Angeles Composite Technologies Inc., according to port documents.

The bids came in far enough under budget for the initial one-building plan that commissioners were given the option add more to the project.

“It’s a success story to come in under budget,” Robb said.

Commissioners were given four options:

■ The single originally planned building only.

■ Add canopies to the one building.

■ Add a second building shell.

■ Add a canopy to the first building and add the second building shell.

■ Add canopies and second building shell.

Canopies would match other buildings in the park but don’t have any functional use, Robb said.

The commissioners selected a second building and declined the addition of canopies but noted that canopies could be added when a third building is constructed at some time in the future.

The cost of the additional canopies would have brought the total project to $3,106,231.

The second 2,500-square-foot building will be constructed only as an insulated shell, with no floor, major conduits or piping, so it can be customized for future tenants.

The addition will force the project to go slightly over the $3 million budget.

Capital reserves will be used to cover the additional expense, Commissioner Jim McEntire said.

The port already holds necessary permits for construction.

Angeles Composites may be able to move in as early as Jan. 1, Robb said.
