EYE ON JEFFERSON: Bids open for Memorial Field repairs

The three Jefferson County commissioners will open bids for replacement of the Memorial Field grandstand roof Monday.

The meeting will begin at 9 a.m. in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

This is the third time the project has been put out to bid since the need to repair the facility was determined.

During the inspection for the first bidding cycle in May, more damage was discovered.

Bids received in the second call were all over budget.

The estimated budget for the project for the third call for bids is between $275,000 and $375,000.

About $160,000 of this would be subsidized by revenue from Proposition 1, a sales tax hike voters approved in 2010.

Bids also will be opened for pickup trucks.

On the consent agenda is a close-out of a $1,577,690 contract with Ovivo USA LLC of Austin,Texas, for the purchase of a membrane bioreactor for use at the Port Hadlock wastewater treatment facility.

The contract was fulfilled in 2013, but the project awaits federal and state funding.

Ovivo has said it will honor the contract when the project commences at a later time but has asked that in the meantime, the contract be canceled since it cannot remain in effect for an indefinite time.

Also on the consent agenda are:

â–  Scheduling a hearing at 10 a.m. Nov. 17 on 2015 ad valorem tax levies.

â–  Scheduling a public hearing at 10:30 a.m. Nov. 17 on a proposed sign code.

â–  An agreement to purchase pursuit-rated sport utility vehicles in the amount of $795,927.

â–  An agreement to allocate $1,969 for jury management software maintenance.

Port Townsend city

The Port Townsend City Council will address amendments to the upcoming comprehensive plan and vote on an amendment to the dangerous dog ordinance when it meets Monday,

The meeting will begin at 6:30 p.m. in council chambers at historic City Hall, 540 Water St.

The docket, a list of items that are to be addressed in the plan, includes one formal application from Jefferson Transit Authority, two items previously tabled by the City Council regarding Kah Tai policy and three suggested amendments.

Of the suggested amendments, two — dealing with Fort Worden and Parkside rezoning — were staff-generated, and the third — rezoning of Beech Street — was initiated by citizens’ petition.

The Planning Commission has provided recommendations about each topic, which will be addressed, discussed and modified by the council before approval.

The proposed amendment to the dangerous dog law establishes a process for declaring a dog to be potentially dangerous.

The council also will consider authorizing an agreement with Cashmere Bank for a $1.5 million limited tax general obligation line of credit to cover the costs of an energy retrofit and other improvements to Mountain View Commons.

The council will hear a preliminary 2015 budget report.

Council office hours, during which members of the public can discuss any topic with a member of the City Council, take place from 11 a.m. to 1 p.m. Tuesday, 3:30 p.m. to 5:30 p.m. Wednesday and 3 p.m. to 5 p.m. Thursday in the mayor’s office at historic City Hall, 540 Water St.

■ Historic Preservation Committee — 3 p.m. to 5 p.m. Tuesday, third-floor conference room.

■ Arts Commission — 3 p.m. to 5 p.m. Wednesday, first-floor conference room.

■ City Council and Information Technology Committee — 4 p.m. to 6 p.m. Wednesday, third-floor conference room.

■ HUD Loan Committee — 3 p.m. to 5 p.m. Thursday, Main Street Program office, 211 Taylor St.

■ Non-Motorized Transportation Advisory Board — 4:30 p.m. to 6 p.m. Thursday, first-floor conference room.

Jefferson PUD

Jefferson County Public Utility District commissioners will discuss a low-income rate change when they meet Tuesday.

The meeting will begin at 5 p.m. at 230 Chimacum Road in Port Hadlock.

Jefferson Healthcare

Jefferson Healthcare commissioners will conduct a 2015 budget hearing when they meet Wednesday.

The meeting will begin at 3:30 p.m. in the hospital auditorium, 834 Sheridan St.
