EYE ON CLALLAM: Meetings this week of county commissioners, PA City Council, Clallam PUD and other groups

The Port Angeles City Council will conduct a second hearing on a new rate ordinance that would increase city electric, water and wastewater rates when council members meet Tuesday.

At the same meeting, it also will consider repealing the harbor-study surcharge imposed on city ratepayers, which would save the average residential customer $4.50 a month, or $54 a year.

The meeting will begin at 6 p.m. in council chambers at City Hall, 321 E. Fifth St.

It will be preceded by a 5 p.m. executive session to review the performance of a public employee.

The City Council also will consider:

â–  A letter of support to retain the state ferry landing at South Point on the western shore of Hood Canal that was used before the Hood Canal Bridge was built and that the state is considering declaring as surplus.

â–  Renaming Lincoln Park Field No. 1 Jim Lunt Memorial Field in honor of the late community leader, volunteer and advocate of youth baseball and softball.

â–  An amendment to the city’s jail contract agreement with Clallam County that caps city costs at $632,145 and terminates the contract at the end of this year.

â–  Awarding a $99,339 contract to Primo Construction Inc. of Carlsborg for Ediz Hook erosion repair.

Clallam County

The three Clallam County commissioners will consider a proclamation acknowledging POW/MIA Recognition Day on Tuesday.

The meeting will begin at 10 a.m. in the commissioners’ boardroom (160) at the Clallam Courthouse, 223 E. Fourth St., Port Angeles.

Other agenda items include:

â–  An agreement with the Washington State Military Department and the Emergency Management Division for reimbursement of Peninsula Communications, or PenCom, operating costs.

â–  Contract amendments with Olympic Personal Growth Center adding funding and updating Division of Behavioral Health and Recovery language.

â–  Notice of a Sept. 30 hearing on a proposed rezone.

Commissioners will meet at 9 a.m. Monday for their weekly work session to discuss several action items. Among other topics are:

â–  A revised cooperative management agreement with the National Park Service regarding East Beach Road and a segment of Joyce Piedmont Road.

â–  An agreement with the state Department of Ecology for the Elwha-Dungeness Water Resource Inventory Area 18 for a Streamkeepers Monitoring Program Update grant.

Clallam Transit

The Clallam Transit board will meet in Forks to receive input from West End residents Monday.

The meeting will begin at 1 p.m. at Forks City Hall, 500 E. Division St.

The board will conduct a public hearing on Clallam Transit’s 2013-19 Transit Development Plan and consider a cooperate agreement with the Quillayute Valley School District, establishment of a 2015 goal for disadvantaged business enterprise participation, a memorandum of understanding with the general manager and recognition of Transit operator David Larrabee as a 2014 state Department of Transportation Roadeo winner.

Clallam PUD

Clallam County Public Utility District commissioners will consider a resolution establishing the district’s residential meter policy Monday.

The meeting will begin at 1:30 p.m. and will be held in the boardroom at the Port Angeles main office, located at 2431 E. U.S. Highway 101.

Planning Commission

The Clallam County Planning Commission will conduct a work session on a draft ordinance on interim zoning controls for marijuana producers, processors and retailers Wednesday.

The meeting will begin at 6:30 p.m. in the commissioners’ meeting room (160) at the Clallam Courthouse.

The draft marijuana ordinance is before the Board of County Commissioners.

The Planning Commission also will conduct a second work session on the draft Shoreline Master Program update, as well as a public hearing on a request to amend the open-space chapter in county code to merge the timberland and forestland designations.

Olympic Medical Center

Olympic Medical Center commissioners will hear an update on the Port Angeles medical office building Wednesday.

The meeting will begin at 6 p.m. in Linkletter Hall in the lower conference area of the hospital at 939 E. Caroline St., Port Angeles.

Other agenda items include a Swedish Cardiology professional services agreement, an operations and advocacy update, and a hospitalist employment agreement.

Clallam EDC

The Clallam County Economic Development Council will hold its regular meeting Thursday.

The meeting is from 10:15 a.m. to 12:30 p.m. at the North Olympic Peninsula Skills Center, 905 W. Ninth St., Port Angeles.
