EYE ON CLALLAM: County to mull preliminary budget

The three Clallam County commissioners will hear a presentation on the preliminary 2015 county budget Tuesday.

The meeting will begin at 10 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Commissioners also will consider issuing notice of a Sept. 23 hearing on an ordinance establishing interim zoning controls for the producing, processing and retail sales of legalized recreational marijuana.

Other agenda items include:

â–  An update to the Clallam County 10-year plan to end homelessness.

â–  An agreement with K&H Printers for the 2014 general election.

â–  Amendments to an agreements with CRAFT3, formally Enterprise Cascadia, and Jefferson County extending performance periods.

â–  A contract supplement with the state Department of Transportation moving unspent funds into construction for the U.S. Highway 101 over-crossing at Deer Park Road and Buchanan Drive.

â–  A bid opening for the Old Olympic Highway pavement rehabilitation project between the Dungeness River bridge and Mariott Avenue.

â–  An invitation for bids for improvements to Old Olympic Highway between U.S. Highway 101 and Sieberts Creek bridge.

â–  A public hearing on a proposed ordinance amending Clallam County code to extend the Lake Sutherland Management District 10 years.

Commissioners will gather at 9 a.m. Monday for their weekly work session to discuss the action items.

Sequim City Council

The Sequim City Council will discuss a pair of proposed initiatives filed to change city labor relations, as well as a lawsuit filed against the city for not deciding whether to enact the changes or put them to a citizens vote, when it meets Monday.

The council’s meeting will begin at 6 p.m. at the Sequim Transit Center, 190 W. Cedar St.

City Administrator Elray Konkel also will brief the council on a plan to finance the portion of City Hall construction costs that will be paid by the water and sewer funds with revenue bonds instead of user fees.

Sequim School Board

The Sequim School Board will hear a preliminary count of the 2014-15 student enrollment during Monday night’s meeting.

The School Board will meet at 6 p.m. in the boardroom at the district’s administrative building, 503 N. Sequim Ave.

Enrollment figures determine how much funding the district will receive from state education dollars.

Forks City Council

The Forks City Council will discuss the 2014 building permit report when it meets Monday.

The meeting will be at 7:30 p.m. at City Hall at 500 E. Division St.

Port of Port Angeles

The Port of Port Angeles commissioners will consider a draft capital improvement plan and changes to its travel reimbursement and leasing policies when it meets Tuesday.

The commissioners will meet at 9 a.m. in the public meeting room at the port administrative building, 338 W. First St.

The draft capital improvement plan identifies possible investments from 2015-19. No action will be taken Tuesday.

The staff is recommending increasing the expenses that do not require receipts to $25 and increasing allowable gratuities for meals to 20 percent.

The lease policy has been under discussion since a whistleblower complaint last year by Colleen McAleer, then port director of business development and now a port commissioner.

The state Auditor’s Office subsequently cited several leases that were out of compliance with port policies.

Commissioners also will consider a request from the Sequim-Dungeness Chamber of Commerce for waiver of fees at John Wayne Marina on Nov. 6.

They will consider giving a bell that has been on display at the Washington State Convention Center in Seattle to the state historical society.

Clallam PUD

Clallam County Public Utility District commissioners will consider a contract completion with Shakespeare Composites Structures for fiberglass transmission poles when they meet Monday.

The meeting will begin at 1:30 p.m. in the boardroom of the Port Angeles main office, 2431 E. U.S. Highway 101.

Commissioners also will consider the disposal of surplus property, a resolution authorizing investment in the Local Government Investment Pool, designation of a district officer to execute papers in connection with restricted Native American lands, staff reports, customary business and an executive session to discuss potential litigation with legal counsel.

Clallam Conservation District

Clallam Conservation District commissioners will discuss a state Department of Ecology grant for the design and implementation of an aquifer recharge project when they meet Tuesday.

The meeting will begin at 3 p.m. at Armory Square, Suite H, 228 W. First St., Port Angeles.

Other agenda items include an update on a pollution identification and correction plan, and cooperator and cost-share agreements.
