EYE ON CLALLAM: Commissioners to mull spending reserves

The three Clallam County commissioners will discuss a proposal to spend down some general fund reserves Monday.

The discussion will begin at 11 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Commissioners will begin the weekly work session at 9 a.m. Monday.

The agenda item refers to spending down “excess” general fund reserves.

Other discussion items include:

â–  A proposal to re-establish the position of county building official.

â–  A presentation from the Coastal Watershed Institute regarding the proposed acquisition and restoration of a parcel of land near the mouth of the Elwha River.

â–  Certification of an applicant match for a grant from the state Recreation and Conservation Office for the Spruce Railroad trail tunnel restoration project.

â–  An update on a state law allowing the use of all-terrain vehicles on agency roads under specific conditions.

â–  A request to develop an integrated roadside weed management plan in concert with the Noxious Weed Control Board.

â–  An agreement with Western Federal Lands Division of the Federal Highways Administration transferring funds for the design and construction management of a segment of the Olympic Discovery Trail.

â–  An agreement with Olympic National Park and the Western Federal Lands Division for restoration of the Spruce Railroad grade segment of the Olympic Discovery Trail.

Commissioners will conduct their regular business meeting at 10 a.m. Tuesday.

Action items include:

â–  A contract amendment with the state Department of Agriculture adding funding for Noxious Weed Control Board activities.

â–  A contract amendment with the state Department of Health and Human Services adding contract language.

â–  A resolution appointing members to the Opportunity Fund advisory board and confirming appointments for the Port of Port Angeles and city of Sequim.

â–  An easement modification with the state Department of Natural Resources for the Olympic Discovery Trail between Fairholm Hill and Cooper Ranch Road to accommodate an alternative alignment.

Port Angeles City Council

The Port Angeles City Council will consider approving allocations to 15 agencies from a budgeted $46,350 for health and human services funding when it meets Tuesday.

The regular meeting will begin at 6 p.m. in council chambers at City Hall, 321 E. Fifth St. It will be preceded by a special meeting at 5 p.m. to recognize volunteers who served on city boards, commissions and committees in 2014, with a brief reception to follow.

Agency funding allocations will be based on recommendations made by the United Way of Clallam County.

The council also will consider an ordinance setting public defense standards and adjusting the budget for 2015.

It will consider appointing Orville Campbell to the Clallam County Economic Development Council.

Campbell, a former deputy mayor who received a Clallam County Community Service Award in 2007, was the lone applicant. Approval will be on the consent agenda.

Also on the consent agenda will be:

â–  Final acceptance of the Tumwater Truck Route sewer extension as completed by 2 Grade LLC of Port Angeles, which did the job for $109,064, some $33,201 under budget.

â–  An additional $10,000 contribution to the western harbor cleanup.

â–  Awarding a bid of $33,879 to Quality Resources & Service Inc. of Spokane Valley, the lone bidder for tests of wooden utility poles.

Clallam PUD

Clallam County Public Utility District commissioners will hear a staff report on a planned transmission line upgrade from Sutter Road to Old Olympic Highway on Monday.

The meeting will begin at 1:30 p.m. in the boardroom of the Port Angeles main office, 2431 E. U.S. Highway 101.

Commissioners also will hear a briefing on insurance matters relating to pole contacts and consider a resolution authorizing the disposal of surplus property.

Charter review

The Clallam County Charter Review Commission will discuss a proposed article for a charter enforcement commission Monday.

The meeting will begin at 6:30 p.m. at the Clallam County Courthouse.

Members also will accept public comment and hear reports from subcommittees.

Sequim schools

The Sequim School Board is expected to accept a letter of resignation from the high school girls basketball coach when it meets Monday.

The board will meet at 6 p.m. in the district boardroom at 503 N. Sequim Ave.

A letter of resignation from coach Evan Still is on the consent agenda.

The board also will start planning the search for a new junior student board representative and hear a report from the superintendent.

An executive session is planned to review the performance of a public employee. No action is anticipated.
