PORT ANGELES — A 43-year-old man was arrested by the Port Angeles Police Department after a nearly 12-hour standoff that involved personnel from nine city, county, state and federal agencies.
The all-day incident began at 7:15 a.m. Sunday when a PAPD officer attempted to stop a vehicle driven by Daniel Patrick Jacobs of Port Angeles near Fairmount Diner. Jacobs was wanted by the Clallam County Sheriff’s Office for a probable cause for domestic assault.
Jacobs refused to comply, allegedly speeding away and eluding the police for more than 20 miles, driving west on U.S. Highway 101, exiting onto Olympic Hot Springs Road, driving east on Little River Road and south on Black Diamond Road, law enforcement officials said.
Jacobs came a stop at 16th and Pine streets after his vehicle was disabled by road spikes deployed by PAPD and the Sheriff’s Office.
Early in standoff, Jacobs got out of his vehicle with a shotgun, got back into his car and shot rounds through the vehicle’s roof, officials said. Crisis negotiators spent hours talking to Jacobs by phone to try to get him to surrender peacefully, they said.
“They have a well-defined protocol to try to establish rapport with the person with the purpose of everyone going home safely,” said Brian Smith, Port Angeles Chief of Police.
After hours of Jacobs’ non-compliance to law enforcement demands, PepperBalls were fired at his vehicle, officials said. When Jacobs continued to be recalcitrant, tear gas was used.
Jacobs eventually exited his vehicle and was taken into custody by Port Angeles police officers at 6:45 p.m., officials said.
After being examined by Port Angeles Fire Department paramedics and EMTs, Jacobs was taken to Clallam County Jail, where he was booked at 7:14 p.m. on investigation of fourth-degree assault (domestic violence), plus one count of eluding a police vehicle; one count of obstructing a law enforcement officer and one misdemeanor count of third-degree malicious mischief (domestic violence).
Jacobs remained at the Clallam County Jail on Monday in lieu of a $15,000 cash bond.
In addition to the PAPD and its K9 unit, the Sheriff’s Office and the fire department, responding to the incident were Clallam County Fire District 3; the Clallam Interagency Crisis Negotiation Team; the Jefferson County Sheriff’s Office Crisis Response Team; the Washington State Patrol; Washington State Department of Fish and Wildlife; and U.S. Border Patrol.
Three drones and an armored vehicle also were deployed during the incident, officials said.
