EYE ON CLALLAM: County eyes limits on structure sizes in residential areas

Clallam County commissioners will hold a public hearing on a six-month extension of a zoning ordinance that limits structure sizes in rural residential areas to 10,000 square feet Tuesday.

The hearing will begin at 10:30 a.m. in Room 160 at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Current interim zoning, which was enacted in response to a proposed 32,000-square-foot bed-and-breakfast on East Sequim Bay Road, is scheduled to sunset March 6.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Action items include:

• A resolution authorizing expenditures from the Hotel/Motel Tax Fund for approved lodging tax funding applications.

• An agreement with the Peninsula Northwest Shooting Park Association on a conditional contribution for a future shooting range within Clallam County.

• A lease agreement between Olympic View Properties and the Family Support division.

• An amended agreement with Correctional Healthcare Companies LLC for inmate health care services increasing compensation and extending the contract period through 2017.

• A letter to approve the assembly permit application for Olympic Relay Adventure.

• A notice of a call for hearing on the proposed sale of three surplus sheriff’s office pistols.

• A resolution creating a new fund for vessel registration fees.

• A request for proposals for engineering design services to improve irrigation infrastructure for fish passage and degraded salmon habitat on McDonald Creek.

Commissioners will hold their weekly work session at 9 a.m. Tuesday to preview items set for action at future meetings.

Discussion items include:

• A contract with Salish Behavioral Health Organization for amended rates for outpatient services.

• A notice of hearing for a funding list for the regional allocation of Surface Transportation Funds.

• A discussion on a proposed interlocal agreement with Pend Oreille County to purchase excess Federal Surface Transportation Program funds.

• A resolution authorizing an expenditure from the Hotel/Motel Tax Fund for the Dungeness River Audubon Center.

Commissioners will meet with other elected officials and county department heads at 1:30 p.m. Thursday.

Port Angeles City Council

The Port Angeles City Council will consider a letter of support for option 7 of the U.S. Highway 101 Elwha River bridge replacement project Tuesday.

The meeting will begin at 6 p.m. in city council chambers, 321 E. Fifth St.

Under option 7, the state Department of Transportation would replace the damaged Elwha River bridge with a new bridge on a new alignment.

This would allow motorists to use the existing bridge during construction and would eliminate the sharp corner on the east side of the span.

Clallam County, Jefferson County, the city of Forks and Port of Port Angeles have approved similar letters to DOT.

Other items on the council’s consent agenda include:

• Lodging Tax Advisory Committee appointments.

• A United Way contract.

• A Clallam County Board of Health appointment request.

• Police vehicle replacement.

• A resolution of support for a countywide planning policy.

• Final acceptance of the downtown sidewalk and tree well repair project.

Later in the meeting, the council will consider an information technology equipment acquisition, annual authorization for software and hardware maintenance renewals and IT server replacements.

The city manager will report on a petition to revert to a second-class city, Elwha water facilities and a 2017 work plan.

An executive session will he held at 5 p.m. Tuesday.

The council will gather for a special meeting — a strategic planning workshop — at Olympic Medical Center on Friday.

The workshop will be from 9:30 a.m. to 2:30 p.m. in the Fairshter Room in the basement of the hospital, 939 E. Caroline St., Port Angeles.

Board of Health

The Clallam County Board of Health will hear a health officer’s update on a regional opioid summit, communicable diseases, legislative matters and a community health assessment Tuesday.

The meeting will begin at 1:30 p.m. in Room 160 at the Clallam County Courthouse.

Other agenda items include a discussion on a community opioid epidemic plan, introduction of new board member Dr. Gerald B. Stephanz and a discussion on the replacement of a city elected representative.

Crescent School ­District

The Crescent School District Board of Directors will meet at 7 p.m. Thursday in the Crescent School library, 50350 state Highway 112.

There was no agenda by press time Saturday.

Cape Flattery School District

The Cape Flattery School District board will discuss superintendent priorities at its meeting Wednesday.

The board will meet at 6 p.m. in the Clallam Bay School library, 16933 state Highway 112.

Members also will review 2017 athletic survey results, as well as take action on a resignation and new personnel; payroll and employee benefits; general fund, ASB fund, transportation fund and capital projects accounts; and the ratification of a settlement agreement.

Afterward, board members will meet in executive session.

Sequim School Board

The Sequim School Board will be introduced to several proposed policy deletions when it meets Tuesday.

The board will meet at 6 p.m. at 503 N. Sequim Ave., followed by a board work session.

It will consider on second reading policy on staff evaluation.

The board will be introduced to FBLA overnight travel approval, as well as the proposed deletion of procedures related to transfers, assignment/transfer of certificated administrative staff, job descriptions/responsibilities and termination of employment.

Port Angeles School Board

The Port Angeles School Board will meet in regular session at 7 p.m. Thursday at Jefferson Elementary School, 218 E. 12th St.
