LETTER: Port of Port Townsend should approve new improvement plan before spending money

The Port of Port Townsend’s Strategic Plan says infrastructure maintenance shall come first.

Good idea, never done.

Now they want us to approve a new levy to repair their failure.

The white paper the Port sent out in a newspaper lists projects the money could fund.

RCW 53.20.10 requires the Port to adopt a harbor improvement plan, after public comment, identifying improvements.

It prohibits spending funds on any improvement before this plan is adopted.

Their plan was adopted almost ten years ago and is so vague they could spend all of our money buying a new crane and no project on their promotional literature is on it.

They shouldn’t spend any money on these touted improvements until they adopt a new plan.

They have time before the election to adopt a plan with these improvements.

The Port’s record on infrastructure maintenance is poor, so I suggest we see an actual, adopted harbor improvement plan, identifying these specific projects, before giving them any more money.
