EYE ON CLALLAM: Briefing on Carlsborg sewer slated

The three Clallam County commissioners will hear a progress report on the Carlsborg sewer project during a work session today.

The work session will begin at 9 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The county plans to build a sewer line and pump station in Carlsborg and pipe the effluent to the existing treatment facility in Sequim.

Other discussion items for the work session include a request from the Charter Review Commission that the board establish a mechanism for salary review of elected officials and a memorandum of understanding with the Navy for the lower Dungeness River ecosystem restoration project.

Commissioners will meet at 10 a.m. Tuesday for their weekly business meeting.

Action items include:

■ An agreement with the state Department of Agriculture to control invasive knotweed species along rivers and streams in Clallam and Jefferson counties.

■ An agreement with Dr. Christopher Frank for employment as county health officer.

■ An agreement with the state Department of Health and Human Services for chemical dependency treatment services.

■ An agreement with Cardinal Health for a prime vendor program.

■ A call for bids for the Dungeness Landing piling replacement project.

■ A resolution adopting amendments to board operating guidelines.

■ A resolution adopting supplemental appropriations.

■ A resolution adopting a $2.3 million budget reduction because delays in regulatory approvals pushed the Carlsborg sewer project into next year.

■ A public hearing on debatable budget emergencies.

Chairman Jim McEntire has said commissioners will acknowledge receiving the correspondence from county Treasurer Selinda Barkhuis at the work session and may discuss it again Tuesday.

Port of Port Angeles

Port of Port Angeles commissioners will consider refinancing bonds the port issued in 2006 with bank loans.

The item is on the agenda for 10 a.m. Tuesday at the meeting that will begin at 9 a.m. in port headquarters, 338 W. First St., Port Angeles.

They will consider waiving fees at the John Wayne Marina for the Sequim-Dungeness Valley Chamber of Commerce.

Other agenda items include a professional service agreement for the headline dolphin at Terminal 3, a calendar for adoption of the 2016 budget, purchasing a vehicle and change orders to the KPly remediation and Western Port Angeles Harbor projects.

Sequim City Council

The Sequim City Council plans a welcoming ceremony today for Charlie Bush. He began work as the new city manager Aug. 17.

The council will meet at 5 p.m. at the Sequim Civic Center, 152 W. Cedar St.

It will begin with a study session on parks development and a discussion of Clallam County prosecution and defense.

Also on the agenda:

■ A Community Arts Support Program update.

■ 2015 midyear budget amendments.

■ Draft Storm and Surface Water Master Plan review.

■ An Arts Commission proposal to host the 2017 National Park Exhibit “Piecing Together a Changing Planet.”

Forks City Council

The Forks City Council will set a hearing schedule for the 2016 budget when it meets today.

The council will meet at 7:30 p.m. at 500 E. Division St.

The council also will review code chapters and hear reports from staff, council members and the mayor.

Sequim schools

The Sequim School Board will conduct a study session today.

The special meeting will be at 6 p.m. in the library at Sequim High School, 601 N. Sequim Ave.

The board will set goals, review the district’s strategic plan and vision statement, and review professional meeting norms and board standards.

No action is expected.

Quillayute Valley schools

The Quillayute Valley School Board will consider approval of a student-parent handbook when it meets Tuesday.

The board will meet at 6 p.m. in the library at the high school, 261 Spartan Ave.

The board also will consider an agreement with Columbia George Community College for the Running Start Program, review the policy for school-owned vehicles and conduct an executive session to consider the resignation of certified staff under contract for the 2015-16 school year.

Library system

The North Olympic Library System trustees will hear an assessment of the Clallam Bay Library facility when it meets Thursday.

The board — which oversees public libraries in Clallam Bay, Forks, Sequim and Port Angeles — will meet at 5:30 p.m. at the Clallam Bay Library, 16990 state Highway 112.

It also will hear a verbal report from a community task force on expansion of the Sequim Library.

A presentation will be made on the Kellogg Historical Photo Collection Digitization Project.

The board will consider designation of signature authority.

Clallam PUD

The Clallam County Public Utility District meeting originally set for today has been canceled.

The next meeting will be at 1:30 p.m. Monday, Aug. 31, at JT’s Sweet Stuffs, 80 N. Forks Ave. in Forks.
