EYE ON CLALLAM: County commissioners to discuss proposed recreational pot law Monday

The three Clallam County commissioners will discuss a proposed recreational marijuana ordinance in a work session Monday.

The work session will begin at 9 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

After months of deliberations, the county Planning Commission voted 7-1 on Aug. 5 to recommend approval of the zoning ordinance that allows the growing, processing and sale of state-regulated cannabis in 12 county zones but keeps the pot industry out of rural neighborhoods.

Commissioners are expected to vote on the proposal next month.

The board will conduct its regular business meeting at 10 a.m. Tuesday.

Action items include:

■ An agreement with the state Department of Agriculture to control invasive knotweed species near rivers and streams of Clallam and Jefferson counties.

■ An agreement with Gold Buckle Rodeo Co. for services at the Clallam County Fair.

■ A contract amendment with the Jamestown S’Klallam tribe designating the Olympia oyster restoration project start date as April.

■ A bid opening for the Elwha Interpretive Center kiosk panels project.

■ An invitation for bids due Sept. 8 for the LaPush Road hot-mix asphalt pavement overlay project.

■ A resolution adopting amendments to county Policy 120 regarding Board of County Commissioners operating guidelines.

Port Angeles city

The Port Angeles City Council will conduct a public hearing on electric, water and wastewater rates when it meets Tuesday.

The meeting will begin at 6 p.m. at City Hall, 321 E. Fifth St.

It will be preceded by a 4:30 p.m. joint meeting with the Utility Advisory Committee to discuss the setting of utility rates.

At the regular meeting, council members will vote on first reading of an ordinance after a public hearing. Final approval would be on a second reading.

The council will consider approving a new ambulance service agreement with Olympic Ambulance. The contract they will discuss would ensure that city residents would not incur any out-of-pocket expenses for medical transport.

Council members also will discuss Port Angeles Fire Department fee modifications that would eliminate plan review and inspection fees related to voluntary installation of fire alarms and fire sprinkler systems when not otherwise required by codes or ordinances.

They also will conduct a public hearing on surplus Morse Creek hydroelectric power and property, a professional services contract for landfill issues and a Clallam County criminal justice fee proposal.

Clallam Transit

The Clallam Transit board will conduct a public hearing on a proposal to restore systemwide service on Veterans Day when it meets Monday.

The hearing will begin at 1 p.m. at the Clallam Transit System building at 830 W. Lauridsen Blvd., Port Angeles.

Board action is expected to follow the hearing.

Other agenda items are an agreement with the Quillayute Valley School District, an amendment to an interlocal agreement with Jefferson Transit, an easement for a transit shelter in Beaver and a memorandum of understanding with the general manager.

Clallam PUD

Clallam County Public Utility District commissioners will consider the purchase of furniture and fixtures, including installation for the new engineering and administration buildings, on Monday.

The meeting will begin at 1:30 p.m. in the boardroom of the Port Angeles main office, 2431 E. U.S. Highway 101.

County Planning ­Commission

The Clallam County Planning Commission will discuss a draft shoreline master program update Wednesday.

The work session will begin at 6:30 p.m. in the commissioners’ meeting room (160) at the Clallam County Courthouse.

The commission will continue reviewing Chapter 3 of the draft, “Policies and Regulations for Specific Shoreline Uses and Developments,” and a begin a review of Chapter 4,“Policies and Regulations for Shoreline Modifications.”

Olympic Medical ­Center

Olympic Medical Center commissioners will hear financial and operations updates when they meet Wednesday.

The meeting will begin at 6 p.m. in Linkletter Hall in the basement of Olympic Medical Center, 939 Caroline St., Port Angeles.

Sequim School Board

The Sequim School Board will conduct a public hearing on the proposed 2015-16 operating budget Monday.

The meeting will begin at 6 p.m. in the boardroom at 503 N. Sequim Ave.

The proposed $32,652,838 budget includes a $29,775,869 general fund, a $1,124,121 transportation vehicle fund and an $813,500 Associated Student Body fund.
