EYE ON JEFFERSON: Commissioners consider sign code changes

The three Jefferson County commissioners will conduct a public hearing to discuss amendments to the sign code Monday.
The hearing will begin at 10:15 a.m. after the regular meeting begins at 9 a.m. in commissioners’ chamber at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.
One revision would allow electric readerboard/changing message signs within 200 feet of residential and open-spaced zone parcels through conditional use permits.
The change is partially driven by Jefferson Transit’s request to place such a sign near its Four Corners facility.
Items on the consent agenda include:
■ A joint resolution with the city of Port Townsend amending the composition, terms of office and procedural rules for the Climate Action Committee.
■ A resolution to cancel uncollectable personal property taxes.
■ An agreement to allocate $48,000 to the Jefferson County Department of Community Development for a compensation plan and development regulations.
■ Agreements to allocate $4,200 plus expenses to support digital media management for the Tourism Coordinating Council and to allocate $1,500 per month to S3 Solutions to provide staff support services to the council.
■ A 30-day, $3,000 contract with A.P.S. Inc. to appraise properties for possible property acquisition for floodplain, habitat restoration and salmon recovery efforts. The contract would be funded with state and grant money.
■ Community services grant funding to Olympic Community Action Programs ($133,148) and the Port Townsend Senior Association ($13,222).
■ A state grant of $48,000 for the county’s Growth Management Act update.
Port Townsend city
The Port Townsend City Council will discuss the clarification of utility rates and building procedures when it meets Monday.
The meeting will begin at 6:30 p.m. in council chambers at historic City Hall, 540 Water St.
The purpose of the proposed ordinance is to clarify and reaffirm current practices related to the city’s low-income utility program as well as the practice regarding temporary water shutoffs.
The council also will consider authorizing a contract with Kitsap Bank to provide a bank line of credit to the city. The line of credit would provide interim financing for water and sewer capital projects.
The council also will consider creating a separate stormwater capital fund.
Council office hours, during which members of the public can discuss any topic with a member of the City Council, will take place from 11 a.m. to 1 p.m. Tuesday in the mayor’s office at historic City Hall, 540 Water St.
Other scheduled city meetings taking place in conference rooms at City Hall, 250 Madison St., are:
■ Historic Preservation Committee — 3 p.m. to 5 p.m. Tuesday, third-floor conference room.
■ Arts Commission — 3 p.m. to 5 p.m. Wednesday, first-floor conference room.
■ Non-Motorized Transportation Advisory Board — 4:30 p.m. to 6 p.m. Thursday, first-floor conference room.
Jefferson PUD
Jefferson County Public Utility District commissioners will discuss the process for declaring a state of emergency when they meet Tuesday.
The meeting will begin at 5 p.m. at 250 Chimacum Road in Port Hadlock.
Jefferson Healthcare
Jefferson Healthcare commissioners will hear a patient advocate report when they meet Wednesday.
The meeting will begin at 3:30 p.m. in the Jefferson Healthcare Conference Room, 2500 W. Sims Way.
Port of Port Townsend
The Port of Port Townsend will conduct an executive session to discuss personnel matters at a special meeting Friday.
The meeting will begin at 9:30 a.m. in port commission chambers, 333 Benedict St.
No action is to be taken following the closed session.
