EYE ON CLALLAM: Commissioners eye Opportunity Funds grants

The three Clallam County commissioners will consider authorizing warrants for Opportunity Fund grants to the city of Port Angeles and Port of Port Angeles on Tuesday.

The meeting will begin at 10 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Commissioners have twice approved the $1.3 million infrastructure grants, but county Treasurer Selinda Barkhuis rejected the associated warrants because the board did not hold a budget emergency hearing and secure written contracts.

Barkhuis on Thursday announced she would not reject the warrants if approved by a majority of the board.

Other agenda items for Tuesday’s business meeting include:

■ A zoning ordinance for recreational marijuana businesses.

■ Establishment of an ad hoc trust lands advisory committee.

■ Vacation of county right of way for portions of Sequim-Dungeness Way and 3 Crabs Road.

■ An agreement with the Olympic Personal Growth Center for chemical dependency treatment services.

■ Agreement for the purchase of easement for the Carlsborg sewer project.

■ A bid opening for the Dungeness Landing piling replacement.

■ A bid award of the LaPush Road pavement overlay project to Lakeside Industries Inc.

■ Notice of an Oct. 13 hearing on a policy amendment for classification, work hours and compensation.

■ Notice of the Sept. 29 adoption of supplemental appropriations and debatable budget emergencies.

Commissioners will meet at 9 a.m. Monday for their weekly work session.

Discussion items include a proposed policy amendment for budget changes and modifications and agreements and prospectuses with the state Department of Transportation for a Black Diamond Road safety project, countywide guardrail improvements, a radar speed control sign project for Deer Park and Little River roads, and centerline rumble strips for Old Olympic Highway.

Port Angeles city

Port Angeles City Council members will hear a report on an upcoming advisory survey on fluoridation when they meet Tuesday.

The meeting will begin at 6 p.m. at City Hall, 321 E. Fifth St.

It will be preceded by a 5:30 p.m. executive session to discuss potential litigation.

An advisory survey will be mailed by Nov. 6 to city and unincorporated Clallam County residents and businesses that will ask if the city should continue fluoridating the water supply.

In other agenda items, the city will discuss the harbor cleanup process and receive update reports on the public works and utilities department and parks and recreation department.

Sequim City Council

The Sequim City Council will consider amendment of business licensing and a code amendment to clear up signage at the South Sequim Avenue entrance when it meets Monday.

The council will meet at 5 p.m. at the Sequim Civic Center, 152 W. Cedar St.

During a study session, the council will review the Sequim 120 Comprehensive Plan update and deferral of impact fees.

Forks City Council

The Forks City Council will consider a license agreement with the Forks Police Foundation on Monday.

The meeting will begin at 7:30 p.m. at City Hall, 500 E. Division St.

Discussion items include a code review for chapters 13.30 to 13.40, council member reports, staff reports and the mayor’s report.

Board of Health

The Clallam County Board of Health will hear reports on the state Department of Health’s consultation on Port Angeles Harbor when it meets Tuesday.

The board will meet at 1:30 p.m. in Room 160 of the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The board also will receive an update on shellfish harvesting in and around Dungeness Bay and a report on fluoridation of drinking water.

Other agenda items include an appreciation of Dr. Jeannette Stehr-Green’s tenure as interim health officer and reinstatement to the Board of Health, and a welcome to new health officer Dr. Christopher Frank.

Also on the agenda:

■ Making drug overdose a notifiable health condition in Clallam County.

■ A project to evaluate discovery of syringes in public settings.

Port of Port Angeles

The three Port of Port Angeles commissioners will discuss the 2016 capital budget at a workshop Tuesday.

The special meeting will start at 9 a.m. at 338 W. First St.

Olympic Medical Center

Olympic Medical Center commissioners will consider a change order to the new medical office building when they meet Wednesday.

The meeting will begin at 6 p.m. in Linkletter Hall in the basement of Olympic Medical Center, 939 Caroline St., Port Angeles.

Commissioners also will consider endorsing fluoridation of Port Angeles drinking water.

Planning Commission

The Clallam County Planning Commission will continue reviewing a draft Clallam County shoreline plan Wednesday.

The work session will begin at 6:30 p.m. in the commissioners’ meeting room (160) at the Clallam County Courthouse.

Discussion will include shoreline buffers standards.

OESD 114

The Olympic Educational Service District 114 board will discuss goals for the 2015-16 school year and Head Start Program monitoring when it meets in Bremerton on Thursday.

The board will meet at noon at 105 National Avenue N.

The district covers public school districts in the Olympic and Kitsap peninsulas.
