Port Angeles man struck, killed near Poulsbo

PORT ANGELES — Matthew G. Lowen, 30, of Port Angeles was struck and killed by an SUV while walking in the southbound lane of state Highway 305 near Poulsbo, the State Patrol said.
Troopers said Lowen was intoxicated when he was hit by a 2001 Honda CRV driven by Micah R. Ohalloran, 54, of Bainbridge Island on Tuesday night.
Ohalloran was not cited.
Trooper Russ Winger, a State Patrol spokesman, said Lowen was suspected of being intoxicated because “there was a heavy odor on him, and he’s walking down the middle of the roadway.”
Lowen had been walking along the center line near Seminole Road about 2 miles south of Poulsbo before he was hit by the vehicle at about 9:15 p.m.
He was pronounced dead at the scene.
“It was dark and raining at the time,” Winger said.
The accident and its investigation blocked the southbound lane for about two hours, Winger said.
Winger said it was not immediately known why Lowen was walking in the middle of the highway.
“It’s still early in the investigation,” he said.
