Port Angeles council upholds biomass permit

PORT ANGELES — The City Council tonight upheld a Planning Commission permit for the biomass cogeneration project at the Nippon Paper Industries USA mill.

The council, sitting as a review board, voted unanimously (Brad Collins absent) on three legal points and 5-1 (Max Mania dissenting) on a fourth.
