Public Works Director Larry Bledsoe told KXRO radio that it has been approached by the Gulf Pacific Rim Group of Qatar.
The city has 30 million gallons of water a day available because of the 2005 closure of the Cosmopolis pulp mill.
Bledsoe says the company would have to build a dock at Aberdeen to fill up ships with the drinking water.
