EYE ON CLALLAM: County considers fireworks

Clallam County commissioners will discuss fireworks regulations at 9 a.m. Monday.

The work session will be in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Other agenda items include:

• An amended agreement with Friendship Diversion Services for providing a supervised alternative to jail for offenders.

• An agreement with Sebris Busto James for legal counsel and representation.

• A resolution certifying the county capitalized asset inventory as of Dec. 31, 2018.

• An agreement with the Secretary of State for the collection and distribution of electronic filing fee payments submitted with online declaration of candidacy filings.

• An agreement with the Secretary of State to identify obligations and duties for the annual vendor maintenance and support costs of the VoteWA system.

• A request for proposals for the Health and Human Services developmental disabilities program.

• An application for general permit with the state Department of Transportation for sign installation at Midway Metals to enforce the illegal dumping.

• A 2020 Behavioral Health request for proposals, summaries and recommendations.

• An amended agreement with Friendship Diversion Services to continue to provide community service and electronic monitoring.

• An agreement with Olympic Peninsula Humane Society for shelter facilities and animal licensing services.

• A resolution calling for a hearing on the proposed vacation of a county right of way near the Dungeness River Audubon Center.

• An agreement with the state Department of Ecology for the Solid Waste Management waste reduction and recycling education program.

• A resolution appointing Christina Miko to the Behavioral Health Program Fund Advisory Board.

• A resolution appointing and reappointing Jennifer Oppelt, Christina Smith, Cheri Tinker, Mary Hogan and Thomas Steffen to the Homelessness Task Force.

• A resolution reappointing Skye Eastman to the Developmental Disabilities Advisory Committee.

• A resolution reappointing Alice Ryan and Katherine Krueger to the North Pacific Coast Marine Resources Committee for western Clallam and Jefferson counties.

• A resolution reappointing Scott Clausen to the Planning Commission.

• A resolution reappointing Carolyn Lindley and Joseph R. Sharkey to the Olympic Area Agency on Aging.

• A resolution reappointing Nathan Tyler, Brooke Nelson and Liz Mueller to the Sheriff’s Citizens Advisory Committee.

• A resolution reappointing Margaret Owens to the Heritage Advisory Board.

• A resolution reappointing Vanessa Fuller to the Lodging Tax Advisory Committee.

Commissioners will conduct their regular business meeting at 10 a.m. Tuesday.

Action items include:

• A letter of support to Serenity House of Clallam County for Housing Preservation Program funding.

• An amended agreement with the state Department of Ecology for the Lower Dungeness River floodplain restoration project.

• An agreement with Lower Elwha Klallam Tribe for confinement of Lower Elwha Klallam youth.

• An agreement with the state Department of Licensing for appointment of the County Auditor as the agent to perform licensing services.

• An agreement with Cheryl Anderson — West End Vehicle Licensing to perform licensing services.

• An agreement with Patricia Suzan Mansfield — Sequim Licensing Depot, LLC to perform licensing services.

• A resolution reappointing Dr. Gerald B. Stephanz, Jr. to the Clallam County Board of Health.

• A resolution reappointing Roberta Griset and Paul Gleeson to the Heritage Advisory Board.

• A resolution reappointing Gene Unger to the Building Code Board of Appeals.

• A resolution authorizing the County Auditor to void outstanding claims and warrants dated July 1, 2017 through June 30, 2018.

• A public hearing for consideration of debatable budget emergencies.

Port Angeles city

The Port Angeles City Council will consider appointing a new council member at 4 p.m. Tuesday.

The special meeting will be in the City Council chambers at City Hall, 321 E. Fifth. St.

Council member Jim Moran died in his sleep last month. He was 71.

The council will appoint a person to serve the remaining two years on Moran’s four-year term.

After discussing questions for the candidates, the council will begin the interviews at 4:30 p.m.

The council will hold a closed executive session to discuss the qualifications of the candidate at 5:30 p.m. and make the appointment at 5:55 p.m., according to the agenda.

The council’s regular business meeting will begin at 6 p.m. Tuesday.

Agenda items include:

• The swearing in of the new council member.

• Recognition of outgoing council members.

• A sublease agreement for a shared storage facility.

• A contract amendment for water system modeling support.

• A Humane Society services agreement.

• A stormwater capacity grant with the state Department of Ecology.

• Ratification of an emergency declaration for a water main repair at Round Tree Road.

• Proposed adjustments to 2020 industrial transmission utility rates.

• A correction to previously adopted code amendments to increase residential building capacity and housing diversity.

• A resolution concerning Port Angeles School District Proposition 1.

• Legislative priorities.

• Lodging tax advisory committee recommendations.

• Council committees, council community outreach and council compensation.

• A professional services agreement for a Peabody Creek culvert.

• Medical equipment purchases.

Clallam Transit

The Clallam Transit board will consider approving a 2020 operating budget and capital/grant budget after a public hearing at 10 a.m. Wednesday.

The meeting will be at the Clallam Transit System administration building at 830 W. Lauridsen Blvd.

Other action items include:

• Amendments to 2019 operating and capital/grant budgets.

• A bus and bus facilities discretionary program award.

• A 2020 Clallam Transit non-union represented salary schedule.

• A 2020 Clallam Transit board meeting schedule.

Olympic Medical Center

The Olympic Medical Center commission will swear-in commissioners elected Nov. 5 when they meet at 6 p.m. Wednesday.

Commissioners will meet in the basement conference room of the hospital at 939 Caroline St., Port Angeles.

They will take public comment on the Port Angeles School District capital levy proposal and consider a resolution supporting it.

They will recess into an executive session to discuss the performance of a public employee.

Marine Resources

The Clallam County Marine Resources Committee will consider approving a 2020 work plan at 5:30 p.m. Monday.

The meeting will be at H20 Waterfront Bistro, 222 N. Lincoln St., Port Angeles.

Other agenda items for the December meeting include:

• An update on Recycle Plastics in Port Angeles.

• The MRC’s 2020 internship program.

• A 2020 educational outreach plan.

• Oil spill preparedness.

• A letter to Clallam County commissioners regarding climate change.

• A Northwest Straits Commission update.

• An update on forage fish sampling.

Sequim schools

The Sequim School Board plans to consider the superintendent’s contract when it meets at 6 p.m. Monday.

The board meets at 503 N. Sequim Ave.

Board members will conduct an annual self-assessment workshop at 5:45 p.m.

They will consider a mental health grant. finances and enrollment and several school policies.

Crescent schools

The Crescent School board will elect officers for 2020 at 7 a.m. Thursday.

The meeting will be at the Crescent School Library, 50350 state Highway 112, Joyce.

Other agenda items include a policy review, new hires and a superintendent’s report.

Port Angeles lodging tax

The Port Angeles Lodging Tax Advisory Committee will continue to review non-event fund proposals and recommend a final budget to the City Council when they meet at 8:30 a.m. Monday.

The meeting will be in council chambers at City Hall.

The meeting is a continuation from a special meeting Thursday.

Port Angeles parks

The Port Angeles Parks, Recreation and Beautification Commission will hear updates on the City Pier railing project and playground removal at 6 p.m. Thursday.

The meeting will be in the City Council chambers at City Hall.

Other agenda items include a presentation from Nolan Duce of the Port Angeles School District, commission appointments, project and maintenance updates and lodging tax funding results.

Fire District 3

Clallam County Fire District 3 commissioners will hear a risk reduction and planning report when they meet at 1 p.m. Tuesday.

The meeting will be at station headquarters, 323 N. Fifth Ave., Sequim.

The district covers the east side of Clallam County with a small portion in Jefferson County.

Planning commission

The Clallam County Planning Commission meeting for Wednesday has been canceled.

The commission will reconvene Jan. 15.
