EYE ON CLALLAM: County board to discuss legislative issues

Clallam County commissioners will discuss legislative issues at a meeting that will begin at 9 a.m. Monday.

The work session will be in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Other items for the work session include:

• A presentation on Clallam County Marine Resources Committee activities.

• A contract amendment with the state Department of Corrections for prisoner transport.

• A discussion on policy and past practice of county vehicle availability and use by volunteers.

• A call for a public hearings on proposed amendments to the 2019-2024 Transportation Improvement Program and proposed allocation of Highway Improvement Program and Surface Transportation Program funds.

• A contract amendment with the state Recreation and Conservation Office for a North Olympic Peninsula Lead Entity for Salmon grant.

• A monthly financial performance review.

• A letter of intent to the state Department of Natural Resources for the Dungeness River off-channel reservoir project and Clallam County parks.

• A resolution for disbursement of domestic violence prevention funds.

• A quarterly income report from the state Department of Natural Resources will be delivered at 1 p.m.

Commissioners will conduct their weekly business meeting at 10 a.m. Tuesday.

Action items include:

• Recognizing Chief Accountant Stan Creasey for more than 14 years of service to Clallam County.

• A contract amendment with the state Department of Commerce for additional funding for the Juvenile and Family Services Secure Crisis Residential Center.

• An agreement with Washington State University Extension to provide educational programs.

• An agreement with Healthy Families of Clallam County to provide a low-barrier shelter program for victims of domestic/sexual violence.

• An agreement with Health Families to provide support services to victims of domestic/sexual violence.

• A bid award to Bruch & Bruch Construction, Inc., of Port Angeles for the Ward Bridge scour repair project.

• A resolution closing the District Court I probation fund.

• A resolution for $2,500 in financial support for the Coastal Counties Assessment for 2019.

• A resolution closing the Board of County Commissioners Office petty cash fund.

• Notice that supplemental appropriations will be considered March 26.

• A call for March 26 public hearing for consideration of debatable budget emergencies.

• A resolution initiating a county road project for the Ward Bridge scour repair.

PA council/UAC

The Port Angeles City Council and the city Utility Advisory Committee will discuss solar power during a joint meeting at 3 p.m. Tuesday.

The special meeting will be in council chambers at City Hall, 321 E. Fifth St.

Discussions will concern a community solar project and a wastewater/stormwater cost of service analysis.

Public Utility District

Clallam County Public Utility District commissioners will consider a revision of the district’s residential meter policy at 1:30 p.m. Monday.

The meeting will be in the Lake Crescent Boardroom at the Carlsborg main office, located at 104 Hooker Road.

The revision would clarify that customers with multiple meters at one service address under the same account would be assessed a fee per service address rather than per meter if they wish to opt-out of advanced meters, PUD officials said.

To provide for a reduced opt-out fee, customer meters would be read every other month and an estimated billing will be produced on the non-read months, PUD officials said.

Other agenda items for the meeting include:

• A $292,174 bid award to Virginia Transformers Corporation for a Forks substation power transformer.

• A discussion on a disconnect device for solar installations.

• A review of opt-out options.

• A resolution establishing the current schedule of deposits, charges and line extension unit prices.

• Authorization of the disposal of surplus renewable energy credits.

• The removal of delinquent accounts from the active accounts receivable.

Port of Port Angeles

Port of Port Angeles commissioners will review the final draft of the request for information for the John Wayne Marina when they meet at 9 a.m. Tuesday.

Commissioners meet at the port administrative building 338 W. Front St., Port Angeles.

They also will consider a bid award and an agreement for Terminal 1 and Terminal 3 repairs and consider a State Environmental Policy Act (SEPA) report on the facility maintenance warehouse

Peninsula College

Peninsula College trustees will meet at 2 p.m. Tuesday.

The monthly meeting will be in the Cornaby Center on the Peninsula College Port Angeles campus.

No agenda was available as of Saturday. Authorities said a full agenda would be posted 24 hours before the meeting at http://pencol.edu/aboutpc/board/agendas.

Sequim city

The Sequim City Council will consider approval of the Cameron Village Preliminary Major Subdivision after a public hearing when it meets at 6 p.m. Monday.

The council will meet in Sequim Civic Center at 152 W. Cedar St. A workshop will precede the regular meeting at 5 p.m.

The subdivision is proposed to cover 12.22 acres and be accessed from West Hendrickson Road on the north and West Fir Street on the south.

Two other public hearings are planned.

One is on proposed amendments to the city code concerning master planned developments, deleting the requirement for a sub area plan before the development of a master plan.

The other concerns the emergency action the council took in December in adopting interim regulations for the city’s two economic opportunely areas and consolidating the regulations with the high technology and light industrial zoning to create a new business and employment zoning district.

During the workshop, council members will hear about small business development centers.

Sequim schools

The Sequim School Board will discuss the possibility of connecting the Greywolf Elementary School to the Carlsborg sewer when they meet at 3:45 p.m. Monday.

The special meeting will be at Greywolf Elementary at 171 Carlsborg Road.

The board will hear a presentation by the Carlsborg Sewer Committee before the discussion. Public comment will be taken.

Forks city

The Forks City Council will discuss storm-related debris burn permit applications at 7:30 p.m. Monday.

The meeting will be at Forks City Hall, 500 E. Division St.

Other agenda items include joint meetings with Clallam County commissioners, council member reports, staff reports and a mayor’s report.

Conservation District

The Clallam Conservation District board will consider awarding a contract for the Dungeness Well metering system project at 3 p.m. Tuesday.

The meeting will be in Suite H at Armory Square, 228 W. First St., Port Angeles.

Other agenda items include an update on rates and charges, a Golden Sands and Dungeness on-site septic repair update and an amended interlocal agreement with Agnew Irrigation District.
