Public comment period in wake of city manager’s resignation to lead off Port Angeles City Council meeting

PORT ANGELES — The City Council will devote the first portion of its 6 p.m. meeting today to public comment, presumably in the wake of last week’s announced resignation of City Manager Mark Madsen.

The meeting will be in the council chambers at City Hall, 321 E. Fifth St.

Fallout from Madsen’s resignation, which followed by 1½ weeks two two-page memos outlining Madsen’s complaints involving an alleged rift among City Council members, includes critical advertisements from the Port Angeles Regional Chamber of Commerce and the group Protect the Peninsula’s Future.

“The conduct of certain individual council members in relation to fellow council members, city staff, members of the community and other entities in the community have materially and significantly impaired the ability of the city manager to manage the affairs of the city and have created an untenable, hostile work environment,” Madsen wrote in his resignation letter.

He has made no further public comment, and he has not identified City Council members he accuses of poor conduct.

Mayor Gary Braun on Monday changed the order of tonight’s meeting agenda for the seven-member council to hear public comment before council members go into closed-door executive session.

The session, labeled under “potential litigation,” is expected to last about an hour, with no action following.

The council will then conduct the rest of the meeting in public.

The City Council is expected to consider approval of a contract for the Incubator@Lincoln Center

A proposed four-year contract, with no monetary amount, was pulled from the consent agenda — which contains routine matters — on June 24 for more discussion.

Madsen serves as president of the incubator’s board of directors, while Councilwoman Karen Rogers is the secretary/treasurer.

A public hearing is scheduled to be held at 7 p.m. on the Reidel II subdivision, and the council will consider approving amended conditions for Campbell Avenue.
