Port Angeles, Lower Elwha tribe review draft sewer pact

PORT ANGELES — Officials from the city of Port Angeles and Lower Elwha Klallam tribe discussed a draft agreement Friday morning that would govern the proposed city sewer line out to the tribe’s reservation.

“I thought the meeting went well. There’s language in the agreement to protect both parties,” said City Manager Mike Quinn.

Now the two sides will produce a final draft of the agreement and maps so everyone understands the sewer line route, he said.

Once those are ready, they will be reviewed by the city’s Utility Advisory Committee and City Council as well as the tribal members and Tribal Council.

The 2-mile-long sewer line would connect to the city sewer system at Milwaukee Drive and 18th Street. It would run in the vicinity of Casey Road, then northwest out to reservation.

The tribe would build the line and maintain it up to the city urban growth area boundary.

“The design work is conceptual,” said Quinn.

“It’s not fully engineered yet. It will consist of a gravity sewer line out to the western urban growth area boundary. Then the tribe will have a sewer line out to the reservation.”

The tribe anticipates the sewer line serving about 400 housing units, he said.
