EYE ON CLALLAM: Sequim City Council considers hearing examiner’s role

The Sequim City Council will hear of two versions of amended city law about the hearing examiner’s role in certain Type C permits when it meets at 6 p.m. Monday and will take pubic input on city manager recruiting when it meets at 6 p.m. Friday.

Mayor William Armacost had requested on May 10 that city staff prepare rough drafts of two options for certain Type C permits: one would make the hearing examiner’s decision only a recommendation with the final decision going to the city council and the other would make the hearing examiner’s decision final. No action is expected Monday.

The staff asked Municipal Research and Services Center (MRSC) to weigh in on whether using a hearing examiner for administrative recommendations is possible, according to the agenda. MRSC said such a system may be possible under state law, “it is not aware of any such system,” the agenda memo said. “MRSC also expressed uncertainty about how such a system would operate under RCW 36.70B and indicated that the State-wide trend is moving legislative bodies away from most quasi-judicial decision-making processes.”

The council also will discuss Monday affordable housing efforts, clarify penalties as required by the Administrative Office of the Courts, conduct a public hearing on adopting the International Building Code and discuss the 2020 budget calendar.

County commissioners

Clallam County commissioners will discuss proposed contract extensions to maintain the COVID-19 Social Distancing Center through August at a meeting that begins at 9 a.m. Monday.

The work session will be in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles. It also can be viewed at www.clallam.net/features/meetings. html.

The Social Distancing Center in west Port Angeles was scheduled to close this month to coincide with the opening of a Serenity House of Clallam County homeless shelter expansion. The shelter expansion was delayed by permitting issues.

Commissioners will consider three-month lease and contract extensions with the Port of Port Angeles, Olympic Peninsula Community Clinic and Norpoint Tactical to maintain the Social Distancing Center in the port-owned 1010 Building near William R. Fairchild International Airport though Aug. 31.

Other discussion items for the work session include:

• A request to approve two easements for Ennis Creek fish barrier removal at U.S. Highway 101.

• Grant applications for local solid waste financial assistance.

• An amended agreement with AHBL, Inc for stormwater management and regulations outreach.

• Resolutions authorizing hotel/motel tax expenditures.

• A resolution appointing Nora Martin to the Crescent Community Advisory Council.

Commissioners will conduct their weekly business meeting at 10 a.m. Tuesday.

Action items include:

• A memorandum of understanding with Jamestown S’Klallam Tribe for a Class III gaming holding area.

• An agreement with the Port Angeles School District for transition program training.

• An amended agreement with the Washington County Road Administration Board for Laird Road reconstruction project.

• An amended agreement with the state Department of Ecology for solid waste activities.

• A bid opening for a jail control room upgrade.

• A bid opening for an annual supply of hot mix asphalt.

• Notice of a June 8 hearing for the proposed surplus of vehicles.

• Resolutions adopting supplemental appropriations and a budget reduction.

• A call for June 15 hearing on a Shoreline Master Program update.

• A public hearing for consideration of debatable budget emergencies.

• A public hearing for proposed amendments to policy for purchasing, bidding and contracts.

Port of Port Angeles

Port of Port Angeles commissioners will ratify the executive director contract at 9 a.m. Tuesday.

Also on the agenda is a hanger pad development bid award and acceptance of the Terminal 3 dredging project.

Public Utility District

Clallam County Public Utility District commissioners will consider a request to Clallam County commissioners to make the PUD a sub-recipient of American Rescue Plan Act funds at 1:30 p.m. Monday. PUD staff has recommended the fund transfer to resolve current arrearages due to the COVID-19 pandemic and to fund broadband, supervisory control and data acquisition (SCADA) and water system infrastructure projects.

Other agenda items for the meeting include:

• An overview of the potential impacts that vehicle electrification may have on the district’s electric system.

• An update on the district’s smart energy provider status.

• A resolution establishing the current schedule of deposits and charges and electric line extension unit prices.

• A memo of a completed contract for replacing a portion of a water main in Clallam Bay.

Port Angeles city

Crescent school

The Crescent School Board will conduct a public hearing on a school reopening plan when it meets at 7 p.m.
