EYE ON CLALLAM: Board of Commissioners to consider adopting $33.2 million budget

The three Clallam County commissioners will consider adopting a
$33.2 million general fund budget for 2015, as well as general and road fund levies, on Tuesday.
Two public hearings — one at 10:30 a.m. and one at 6 p.m. — will be held in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
Commissioners will hold their regular business meeting at 10 a.m. Tuesday.
Agenda items include:
■ A contract amendment with the state Department of Social and Health Services, WA Recovery Youth Services, adding funding and extending the contract to Sept. 29, 2015.
■ A contract amendment with Prevention Works! A Community Coalition of Clallam County adding funding and extending the end date to Dec. 31, 2015.
■ An agreement with the state Department of Commerce for the STOP Violence Against Women program.
■ An agreement with the city of Sequim for surface water flow monitoring.
■ Notice of a Dec. 16 hearing on the proposed surplus of a forfeited vehicle.
■ A resolution adopting supplemental budget appropriations.
■ A resolution adopting budget reductions.
■ A public hearing on debatable budget emergencies.
Commissioners will meet at 9 a.m. Monday for their weekly work session to discuss some action items.
Port Angeles city
Port Angeles City Council members are scheduled to adopt a $129 million budget for 2015 when they gather for their regular meeting Tuesday.
They will meet at 6 p.m. in council chambers at City Hall, 321 E. Fifth St.
The spending plan is 17.6 percent lower in revenue and expenditures than the 2014 spending plan.
Spending on capital projects declines from $41.7 million in 2014 to $25.6 million in 2015, according to the proposed budget.
The general fund budget for day-to-day operating expenses increases by 3 percent, from $12.3 million to $12.7 million, and includes an additional $364,600 for salaries and wages.
The budget is funded by a 1 percent property tax levy increase for 2015 that will raise $42,866.31 over the 2014 levy and was approved by the council Nov. 18.
The levy will increase from $2.95 for each $1,000 of valuation to $3.04 per $1,000.
It will add $13.50 a year to the property tax bill of the owner of a $150,000 home.
Council members also will hear a city manager’s report on fireworks and a presentation on the Port Angeles Fine Arts Center.
Olympic Medical Center
Olympic Medical Center commissioners will consider a raise for Chief Executive Officer Eric Lewis on Wednesday.
The meeting will begin at 12:30 p.m. in Linkletter Hall in the lower conference area of the hospital at 939 E. Caroline St., Port Angeles.
Other agenda items include:
■ Cancer center planning software.
■ A CT scan purchase for the hospital.
■ A professional services agreement for medical oncology.
■ An anesthesia group services agreement.
Planning Commission
The Clallam County Planning Commission will discuss a matrix of potential recommendations for the regulation of recreational marijuana businesses in the various zones within the county Wednesday.
The work session will begin at 6:30 p.m. in the commissioners’ meeting room (160) at the Clallam County Courthouse.
Sequim schools
The Sequim School Board will consider three policies and hear school improvement plan reports when it meets Monday.
The board will meet at
6 p.m. at 503 N. Sequim Ave.
Policies concern special education services for eligible students, education of students with disabilities and required notification of the isolation or restraint of individualized education program students.
Clallam PUD
Clallam County Public Utility District commissioners will be briefed on the results of a recent customer survey Monday.
The meeting will begin at 1:30 p.m. in the boardroom of the Port Angeles main office, 2431 E. U.S. Highway 101.
District commissioners also will consider a resolution establishing the PUD’s schedule of deposits and charges and electric line extension unit prices, contractor pre-qualifications and a resolution establishing the district’s facility access policy.
