EYE ON JEFFERSON: Public hearing set Monday on pot moratorium

The three Jefferson County commissioners will conduct a public hearing on two alternatives for extending the marijuana moratorium during a special meeting Monday night.

The hearing will begin at 6 p.m. at the Cotton Building at 607 Water St., Port Townsend.

A six-month moratorium on accepting applications for recreational marijuana businesses in certain land-use zones expires Feb. 11.

Commissioners are expected to extend it for four months. They either will extend it as is or change it to allow marijuana businesses on parcels 5 acres or larger in rural residential 1:10 or rural residential 1:20 zones.

At their earlier regular meeting, commissioners will discuss distribution of the Conservation Futures Fund.

That meeting will begin at 9 a.m. in chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The commissioners are scheduled to set an application period beginning Monday and continuing through March 2 for applications for an estimated $205,000 in funding for acquisition and protection of open spaces, agriculture and timber lands.

The distribution of the funds has no effect on the general fund. Funding for the program is provided by the Jefferson County Conservation Futures Fund levy.

Items on the consent agenda include:

■ An agreement to allocate $27,570 from the Mental Health and Substance Abuse sales tax revenue to Jumping Mouse Children’s Center for expanded mental health and chemical dependency treatment services.

■ An agreement to allocate $87,000 for a nurse family partnership between Jefferson County Public Health and the Kitsap County Public Health District. Funding is from a Thrive by Five grant.

■ An allocation of $37,877 for a Nurse Family Partnership supervisor position.

■ An agreement to allocate $5,665 to repair the Recycle Center.

■ An agreement with Scott Jackson to serve as camp host at Quilcene County Park.

Port Townsend city

The Port Townsend City Council will discuss City Manager David Timmons’ employment agreement at a special meeting Monday.

The meeting will begin at 6:30 p.m. in council chambers at historic City Hall, 540 Water St.

Timmons, 62, was hired in 1999 as the first city manager after voters approved the move to a council-manager form of government in 1998.

The last completed evaluation was in December 2008. Timmons’ employment agreement was last updated in January 2005.

Under the new agreement, Timmons would be paid $131,050 a year. He is now paid $124,092 annually.

The new agreement is retroactive to Jan. 1. Under its terms, the City Council can terminate him at any time.

Council members also will hear an update on water treatment projects.

They will recess into executive session to discuss a lease negotiation.

Council office hours, during which members of the public can discuss any topic with a member of the City Council, take place from 3 p.m. to 5 p.m. Thursday in the mayor’s office at historic City Hall, 540 Water St.

The Parks, Recreation and Trees Advisory Board will meet from 4:30 p.m. to 6 p.m. Tuesday in the third-floor conference room at City Hall, 250 Madison St.

Port of Port Townsend

Port of Port Townsend commissioners will consider a resolution delegating authority to the port executive director when they meet Wednesday.

The meeting will begin at 5:30 p.m. in chambers, 333 Benedict St.

Commissioners also will consider renewing their contract with Kevin Elliff of Windridge Solutions for public relations, marketing and website consultation.

Port Townsend schools

Port Townsend School Board members will consider several policies when they meet Monday.

The board will meet at 6 p.m. in Room S-11 at the Gael Stuart Building, 1610 Blaine St.

It will consider policies on meeting conduct, open government meetings and confidential communications.

Public development authority

The Fort Worden Lifelong Learning Center Public Development Authority board will discuss the duties of its executive director when it meets Wednesday.

The meeting will begin at 9 a.m. at Fort Worden Commons.
