EYE ON CLALLAM: Bids to open for courthouse fix-up

The three Clallam County commissioners will open bids for courthouse renovation when they meet Tuesday.
The meeting will be at 10 a.m. at the courthouse, 223 E. Fourth St., Port Angeles.
Commissioners also will seek new bids for an Elwha Interpretive Center at state Highway 112 and Lower Dam Road. The center is to educate visitors about the Elwha River restoration.
The estimated cost of the courthouse rehabilitation is $278,000, most of it to the second floor of the century-old building.
Commissioners hope the bids will come in lower for the interpretive center.
County Engineer Ross Tyler said county staff and representatives of the Scenic Byways program have met with the project architect to bring it within budget.
The county’s present low bid for the project came from Hoch Construction of Port Angeles for $123,827.
Commissioners also plan public hearings at 10:30 a.m. on an ordinance repealing a distressed county sales tax credit and an ordinance amending the Opportunity Fund program.
Other items on Tuesday’s agenda:
■ An agreement with the Quileute tribe for confinement of young tribal offenders at the juvenile corrections facilities.
■ Agreements with the Port Angeles, Quillayute and Sequim school districts for transition program training.
■ An amendment decreasing state grant funds for solid waste enforcement.
■ A request for proposals for screening and case management in the county jail and for the syringe exchange program.
At their work session at 9 a.m. Monday, commissioners will discuss a county engineer’s request to utilize schedule A employees at a rate of 40 hours per week.
They also will consider certifying the 2015 road levy and its estimated revenue.
They will meet in executive session from 10 a.m. to 11 a.m. to discuss pending litigation.
Sequim City Council
Sequim City Council members will discuss Gerhardt Park theft and vandalism and learn what role they may play in the search for a new city manager when they meet Monday.
The meeting will be at 6 p.m. at the Sequim Transit Center, 190 W. Cedar St.
The city is looking to replace Steve Burkett when he retires sometime midyear.
In a related item, the council will meet in executive session to review Burkett’s performance for the past year.
The council will discuss a property management firm contract to oversee Gerhardt Park.
Other agenda items include:
■ A report from Bill Greenwood of the Clallam County Economic Development Council.
■ An update on civic center construction.
■ Choosing a newspaper of record.
■ Buying two police vehicles.
Port of Port Angeles
The Port of Port Angeles’ three commissioners will take testimony on an amendment to a comprehensive scheme of harbor improvements when they meet Tuesday.
They will meet at 9 a.m. in the port administration building at 338 W. First St., Port Angeles.
The amendment, port officials say, “better reflects the nature and extent of the port properties and provides a list of port planning documents and the most recent capital budget.”
After the public hearing, they will consider adopting the amendment.
Commissioners also will hear a presentation by supporters of the Sequim School District levy at 9:15 a.m. Commissioners voted 2-1 two weeks ago to endorse a Port Angeles School District levy and bond issue.
Other agenda items Tuesday include an update of the Environmental Assessment Master Plan; a construction management agreement for $124,983 for a gate and navigational aid improvement project with WHPacific Inc. of Bothell for work at William R. Fairchild International Airport; a report on the status of a passenger demand forecast for the airport; and a mutual aid interlocal agreement with other Washington ports.
Port Angeles city
City Council members will conduct a work session on setting 2016 budget priorities for city operations Tuesday.
The special meeting will be at 5 p.m. in City Council chambers at City Hall, 321 E. Fifth St.
Downtown association
The Port Angeles Downtown Association board of directors will vote on a 2015 work plan during a special meeting Monday.
The meeting will be at 6:15 p.m. in The Landing mall conference room, 115 E. Railroad Ave.
A public forum that had been scheduled for today was moved to 6 p.m. this Thursday in The Landing mall conference room.
Marine resources
Clallam County Marine Resources Committee members will discuss the 2014 draft of the shoreline program when they meet Monday.
The meeting will be from 5:30 p.m. to 7:30 p.m. in the commissioners’ meeting room at the Clallam County Courthouse, 223 E. Fourth St.
They also will discuss upcoming projects and a Feb. 5 oil spill response workshop.
Clallam Transit System
Clallam Transit System commissioners are scheduled to meet at 1 p.m. Monday.
The meeting will be in system headquarters, 830 W. Lauridsen Blvd., Port Angeles.
No agenda was available as of Saturday.
