Timeline: Work on the western Port Angeles Harbor cleanup project

PORT ANGELES — The Port of Port Angeles and state Department of Ecology officials this week put together the following estimated timeline for work on the western Port Angeles Harbor cleanup project:

• First quarter 2018 — Western Port Angeles Harbor Group (WPAHG) submits draft Remedial Investigation Feasibility Study (RI-FS) identifying the preferred cleanup alternative.

• Second quarter 2018 — Ecology reviews the draft and provides comments to WPAHG.

• Third quarter 2018 — WPAHG considers Ecology’s comments on the draft and develops and submits a public review draft RI-FS to Ecology.

• Fourth quarter 2018 — Ecology provides a 30- to 60-day public comment period on the public review draft.

• First quarter 2019 — Ecology considers public comments and provides feedback to WPAHG, which develops and submits a draft final RI-FS. WPAHG’s RI-FS is reviewed by Ecology. Ecology will approve a final RI-FS.

• Second quarter 2019 — Ecology and participating liable parties (PLPs) that have agreed to continue the process will develop an agreed order amendment to prepare a preliminary draft cleanup action plan.

• Third quarter 2019 — The PLPs develop and submit a preliminary draft cleanup action plan to Ecology.

• Fourth quarter 2019 — Ecology reviews the draft and prepares Ecology’s draft cleanup action plan for public review. Ecology and the PLPs develop a draft consent decree to implement the cleanup action plan that details and requires the cleanup process.

• First quarter 2020 — Ecology provides a 30- to 60-day public comment period on the document and consent decree.

• First, second quarter 2020 — Ecology considers public comment and finalizes the cleanup action plan, and the consent decree is filed with the court.

• Second quarter 2020 to second quarter 2021 — The PLPs develop an engineering design report and bid documents.

• Third quarter 2021 — Bid process and selection of contractor.

• First quarter 2022 — Cleanup process begins. It could take seven to 10 years to complete the cleanup.
