A model of a statue of Nisqually tribal activist Billy Frank Jr. by Chinese American sculptor Haiying Wu sits in the Port Angeles Public Library in conjunction with a meeting of the Northwest Indian Fisheries Commission. The model eventually will be cast in bronze and installed in the National Statuary Hall in Washington, D.C.
