EYE ON CLALLAM: Sequim council eyes city manager recruitment

The Sequim City Council will consider how to recruit a new city manager to replace retiring Steve Burkett when it meets Monday.

The council will meet at 6 p.m. at the Sequim Transit Center, 190 W. Cedar St.

Burkett plans to leave midyear.

The council’s seven members will mull a proposal to conduct the search for a new manager using their own staff at a cost of $20,000 to $30,000.

The council also will consider approving a Transportation Benefit District invoice for $25,169, reviewing 2014 water improvement projects and an annual contract for animal shelter services with the Olympic Peninsula Humane Society, estimated at $20,000 to $30,000.

Clallam County

The three Clallam County commissioners will consider permanently closing Camp Hayden Park Road to unauthorized motor vehicles when they meet Tuesday.

The meeting will begin at 10 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Camp Hayden Park Road, a short loop off Camp Hayden Road south of Salt Creek Recreation Area, has become an attractive place for illegal dumping, off-road vehicle use and timber theft, county Engineer Ross Tyler has said.

Other agenda items for the Tuesday business meeting include:

■ Resolutions designating commissioner involvement on advisory boards and departmental interest areas.

■ An agreement with K&H Printers for the printing and mailing of February election ballots.

■ An agreement with Washington State University for facilitator certification training.

■ A Washington Teamsters Welfare Trust subscription agreement for Teamsters Local 589.

■ Resolutions appointing members to the Homelessness Task Force and the Lodging Tax Advisory Committee.

■ Notice of Jan. 27 hearings on proposed ordinances repealing county code for the distressed county sales tax credit and amending county code for the Opportunity Fund program and on proposed amendments to Opportunity Fund policy.

Commissioners will meet at 9 a.m. Monday for their weekly work session to discuss action items in advance of the business meeting.

Port of Port Angeles

Port of Port Angeles commissioners will consider a $331,369 work order for engineering reports, plans and permits for continuing cleanup work at the former mill site at 439 Marine Drive when they meet Tuesday.

The meeting will be at 9 a.m. at 338 W. First St., Port Angeles.

Cost of the agreement with Floyd Snider environmental consultation services of Seattle could be recovered from grants from the Department of Ecology, insurance and payments from other potential liable parties, according to Engineering Director Chris Hartman.

The 19-acre mill site is contaminated with petroleum products.

The port has set aside $4.5 million for environmental remediation.

Also on the agenda is a $284,278 contract to replace a heat pump at a building leased by Westport Shipyard; auctioning the abandoned 28-foot power boat Knot Much, seized for nonpayment of slip rental at the Boat Haven; waiving fees at the Port Angeles Boat Haven marina for an upcoming halibut derby and at John Wayne Marina for an upcoming salmon derby; adopting a master policy for sale of personal property; and a resolution for indemnifying port employees and officers and electing officers.

Forks City Council

The Forks City Council will consider an ordinance amending the licensing of taxi cabs when it meets Monday.

The council will meet at 7:30 p.m. at 500 E. Division St.

The council also will consider Clallam Transit board appointments and hear a report on 2014 building permits.

Port Angeles utility committee

Port Angeles Utility Advisory Committee members will discuss a contract that would lead to the closure of the E Street reservoir when they meet Tuesday.

The meeting will be at 3 p.m. in the Jack Pittis Conference Room at City Hall, 321 E. Fifth St.

The committee, which includes City Council members, also will hear a report on the city’s seasonal water use program communications plan.

They will consider a 2015 water utility engineering services contract that would set in motion the shutdown of the E Street reservoir, built in 1918 and the city’s oldest water distribution system reservoir.

Committee members also will consider a recommendation for a committee industrial transmission representative.

Port Angeles Downtown Association

Port Angeles Downtown Association board members will discuss the future of the Main Street Program when they meet Monday.

The meeting, which is open to the public, will be at 6:15 p.m. at 208 N. Laurel St.

Board members will discuss hiring an executive director and welcome five new members.

Clallam PUD

Clallam County Public Utility District commissioners will discuss topics and channels for public education and outreach when they meet Monday.

The work session will begin at 1:30 p.m. in the boardroom of the Port Angeles main office, 2431 E. U.S. Highway 101.

Conservation district

Clallam Conservation District commissioners will discuss a plan of work and budget for 2015 on Tuesday.

The meeting will begin at 3 p.m. at Armory Square, Suite H, 228 W. First St., Port Angeles.

Other agenda items include interlocal agreements with the Sequim Prairie-Tri-Irrigation Association and the Dungeness Irrigation District for ditch piping, an interlocal agreement with Clallam County for PIC implementation and a cooperative agreement with the Natural Resources Conservation Service.

Economic development council

The Clallam County Economic Development Council board of directors will meet Thursday.

The meeting will be at 10:15 a.m. in Room 208 of the North Olympic Peninsula Skills Center, 905 W. Ninth St., Port Angeles.
