EYE ON CLALLAM: Hearing set Tuesday on pot ordinance

The three Clallam County commissioners will conduct a public hearing on a proposed ordinance establishing interim zoning controls for producing, processing and retail sales of legalized recreational marijuana Tuesday.

The hearing will begin at 10:30 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Agenda items include:

■ An agreement with Concerned Citizens for the provision of individual-supported employment, community access, community information and education, and county millage for the Sequim and Port Angeles school districts.

■ An agreement with Pierce, Jones & Associates for the provision of individual-supported employment, individual technical assistance, community information and education, and county millage for the Sequim and Port Angeles school districts.

■ An agreement with the state Department of Ecology for an Elwha-Dungeness Water Resources Inventory Area 18 Streamkeepers monitoring program update grant.

■ A resolution adopting amendments to county policy: classification, work hours and compensation.

■ An election ballot for a Washington State Association of Counties representative on the Board of Natural Resources.

Commissioners will meet at 9 a.m. Monday for their weekly work session.

Discussion items will include a notice of award of a Drug Free Communities support program grant and an agreement with the Sequim School District for transition program training.

Port Angeles city

The Port Angeles City Council will reconsider proposed increases in 2015 utility rates Tuesday.

The work session will be at 5 p.m. at City Hall, 321 E. Fifth St.

Council members voted 4-2 against the increases last Tuesday but decided to go over the proposal again for possible passage later this fall.

The proposed 2015 rate hikes would have increased residential ratepayers’ average annual bills to $182.16 and average commercial annual bills to $190.92 for electricity, water and wastewater utilities.

Clallam PUD

Clallam County Public Utility District commissioners will consider authorizing the issuance and sale of electric system revenue bonds Monday.

The meeting will begin at 1:30 p.m. in the boardroom of the Port Angeles main office, 2431 E. U.S. Highway 101.

Commissioners also will consider authorizing the disposal of surplus property, award bids for the construction of three district facilities and approve the removal of delinquent accounts from the active accounts receivable.

Forks City Council

The Forks City Council will set public hearing dates for animal code amendments and the proposed Sarff-Murner-Haight annexation when it meets Monday.

The council will meet at 7:30 p.m. at 500 E. Division St.

Port of Port Angeles

Port of Port Angeles commissioners will consider 2014 year-end projections and 2015 draft budget assumptions when they meet Tuesday.

The commissioners will meet at 9 a.m. in the public meeting room at the port administrative building, 338 W. First St.

Commissioners also will hear a report on the composites recycling technology center and consider a resolution on a boat auction and a policy on wireless devices.

Sequim City Council

The Sequim City Council will consider setting a public hearing Oct. 13 before adopting utility rate structure changes that will begin in 2015.

The council will meet at 5:30 p.m. at the Sequim Transit Center, 190 W. Cedar St.

Proposed changes in water rates include lowering the first volume tier to 600 cubic feet per month, implementing a third volume tier for residential customers and eliminating additional unit charges for commercial users in 2015. More changes are planned for 2016.

Proposed changes in sewer rates include setting all volume rates to begin at 600 cfs rather than 800 cfs in 2015, with additional changes planned in 2016-18.

The council adopted a utility rate structure study in July.

The council also will review 2015 rates and fees.

The council will present the municipal champion award to 24th Legislative District Rep. Steve Tharinger.

It also will introduce chaperones from its sister city, Shiso City, Japan.

Sequim schools

The Sequim School Board will consider an overnight travel request from the Future Farmers of America when it meets Monday.

The board will meet at 6 p.m. at 503 N. Sequim Ave.

The high school club intends to attend the Cispus Leadership Camp in Randle on Oct. 3-4.

The council also will introduce delegates from Sequim’s sister city, Shiso City, and hear reports on the Highly Capable Program and the senior culminating project.

On Wednesday, the board will meet from 1 p.m. to 4 p.m. at the Sequim Transit Center, 190 W. Cedar St., for open government training.

Crescent schools

The Crescent School Board will meet Thursday.

The regular meeting will be at 7 p.m., with a special session set for 5:45 p.m. at the library at Crescent School at 50350 state Highway 112 in Joyce.
