Sequim: Top police chief candidate has controversial history

SEQUIM — The man who appears to be the leading candidate for police chief has resigned from his last two jobs following complaints.

City Manager Bill Elliott is considering Robert Spinks of Corvallis, Ore., out of 13 applicants to succeed Chief Byron Nelson, who plans to retire after six years as the city’s top cop.

Elliott previously worked with Spinks in Milton-Freewater, Ore.

According to newspaper accounts published in The East Oregonian, Spinks resigned as Milton-Freewater police chief last year amid allegations he asked police officers to campaign for certain City Council members.

There were also claims of police intimidating and harassing people who opposed Elliott serving as city manager, but no criminal charges were filed to substantiate the allegations.

Spinks was unable to be reached for comment Tuesday and Elliott was out of town and unavailable.
