Port Angeles: Marijuana found in truck tied to fatal shooting

More than a pound of marijuana was found in a pickup truck following a fatal confrontation between a Port Angeles woman and a Washington State Patrol trooper, court documents released Wednesday show.

Documents released by the Kitsap County Prosecuting Attorney’s Office detail the contents of the pickup driven by Tessa A. Baskins of Port Angeles prior to the shooting last Thursday night

Rosa Hammer, 27, was a passenger in Baskins’ pickup when trooper Ron Kessler stopped the vehicle on state Route 16 near the junction of Route 3 in Gorst, south of Bremerton.

Hammer was shot and killed during a confrontation with Kessler.

Baskins was arrested for driving under the influence, secured in the back seat of Kessler’s patrol car and later released on her own recognizance following the shooting.

“The pickup was registered to the driver of the vehicle,” said Glen Tyrrell, spokesman for the State Patrol’s Bremerton detachment.

An affidavit filed by trooper Joshua M. McMillan states that Baskins, 22, of Fairmount Avenue in Port Angeles, is the owner of the 1996 white truck, Tyrrell said.

The affidavit listed the personal items found in the vehicle during the execution of a search warrant.

Marijuana, rolling papers and other drug paraphernalia were recovered from the vehicle, it said.

Graveside service today for Rosa Hammer

PORT ANGELES — A graveside service for Rosa Hammer will take place today at Mount Angeles Memorial Park Cemetery.

Hammer was shot to death last Thursday by Washington State Patrol trooper Ron Kessler during a traffic stop on state Route 16 south of Bremerton.

Hammer’s 5-year-old daughter, Lanna, was present when Hammer was killed.

The 27-year-old single mother will be buried at 11 a.m. today at Mount Angeles Memorial Park Cemetery, located at the intersection of Monroe Road and East U.S. Highway 101.

A reception will follow at Hammer’s house on East Orcas Avenue.

Hammer’s father, Edward, is seeking permanent custody of Lanna.
