Port Angeles man, shot by a Neah Bay police officer, charged with stalking, assault

NEAH BAY — A man shot in the leg by a Neah Bay police officer Aug. 14 was charged Monday with two counts of second-degree assault in Clallam County Superior Court.

Robert Manley, 40, of Port Angeles was charged with stalking while armed with a deadly weapon, and first-degree burglary.

Judge Ken Williams set bail at $250,000 and ordered a mental health evaluation to be conducted on Manley.

Manley is scheduled to appear in court again Friday.

Manley was shot after he reportedly threatened a Neah Bay resident with a loaded assault rifle and failed to heed an officer’s commands to put the gun down, according to Clallam County Sheriff Joe Martin.

“The incident happened on Third Street, less than two blocks from the clinic in Neah Bay,” Martin said.

“Manley had apparently followed a lady around to her parents’ house in Neah Bay, where the confrontation happened.”

A Neah Bay tribal police officer arrived on the scene and ordered Manley to drop his weapon.

When he didn’t, the unidentified officer shot him in the leg.

The original investigation was turned over to the FBI because Neah Bay is on the Makah Reservation.
