Jefferson County accepts bid for project at Quilcene solid waste dump

QUILCENE — Jefferson County commissioners accepted a bid from a contractor from Poulsbo for improvements to the Quilcene solid waste drop box site.

The project opened for a re-bid after the first round of bids in August all came in over the county’s budget.

On Monday, commissioners approved a bid from Robert Coultas General Contracting for the amount of $180,830.

The company was the most qualified and most responsive bidder, according to staff recommendations from Monte Reinders, director of Jefferson County Public Works.

The bid was also within 5 percent of the project cost estimated by the county of $174,000. That was updated from $167,000 — the estimated value during the first bidding process.

The project at the Quilcene solid waste dump is the addition of a new modular attendant office as well as upgrades to the shipping container currently used as an on-site environmental center to collect household hazardous waste.

There will also be upgrades to the utilities on-site including water, septic, phone lines, electrical systems, lighting and the septic tank and transport line.

While there is no date for the project to begin, the existing fueling system and road maintenance shop on that dump site will be operational during construction, according to the project proposal.

The Quilcene Solid Waste and Recycle Park is located at 295312 U.S. Highway 101 south of Quilcene and is open Mondays, Wednesdays and Fridays from 1 p.m. to 5 p.m. and Saturdays from 9 a.m. to 5 p.m.

The site is part of Jefferson County’s waste management program, operated by the Public Health Department.
