EYE ON THE PENINSULA: Clallam County to talk road projects and charter amendments

Meetings across the North Olympic Peninsula.

Road work and proposed charter amendments are on local agendas for boards and commissions this week.

Clallam County Commissioners

The three Clallam County commissioners will discuss upcoming and ongoing project on U.S. Highway 101 with the Department of Transportation during their weekly work session Monday.

The commissioners’ work session, at 9 a.m. Monday, will preview items set for action at their formal meeting, which starts at 10 a.m. Tuesday.

Agenda items include:

• A collective bargaining agreement with Teamster Local Union No. 589.

• Discussion regarding a letter of support to the state Department of Transportation regarding the 2024 chip-sealing project on state Highway 110.

• A proposal from the Parks, Fair and Facilities Department to expand operation of the beer garden at the Clallam County Fair to Sunday, during the demolition derby.

• Request for approval and fee waiver for the Clallam Bay Sekiu Fun Days 2025 assembly permit.

• Discussion regarding whether the county should continue administering the Criminal Justice Treatment Account through the Behavioral Health – Administrative Service Organization or administer them independently.

• Resolutions reappointing Roberta Stoneman and Dan Peacock to the Noxious Weed Control Board and appointing Pamela Hill to the Clallam Bay/Sekiu Sewer Advisory Committee.

• A proclamation Recognizing Korean War Remembrance Day.

• A renewed agreement with the state Department of Corrections to allow the Clallam Bay Correctional Facility’s wastewater treatment plant to use of the county’s sewer outfall in Sekiu.

• An agreement with Clallam Public Utility District No. 1 to manage the Kark Fiber – Broadband Infrastructure Project in the Joyce area.

• An amended agreement with the state Department of Transportation to reallocate construction funds for design use on the Forks to La Push segment of the Olympic Discovery Trail.

• An agreement with Sargent Engineers, Inc. for design, engineering and environmental permitting for the construction of a multi-use trail bridge across the Calawah River and the first mile-long segment of the Forks-to-La Push segment of the Olympic Discovery Trail.

• An amended memorandum of understanding with the city of Forks regarding a $2,670,610 Opportunity Fund grant to refurbish the city’s wastewater treatment facility.

• An amended agreement with the state Department of Licensing to extend the term for licensing services at the Auditor’s Office through June 30, 2030.

• An amended agreement with the state Department of Health for $9,094 for maternal and child health, $78,420 for vaccines and $2,000 for drinking water group A systems.

• Discussion and next steps for proposed projects using $156,807 of Secure Rural Schools and Community Self-Determination Act funding.

• A renewed agreement with Department of Children, Youth and Families for housing Juvenile Rehabilitation Administration offenders in the Clallam County Jail.

• A renegotiated agreement with Lower Elwha Klallam Tribe for prisoner confinement services.

• Agreement with Wellpoint Washington, Inc. for True Star Behavioral Health Services at the county jail.

• Agreement with United Healthcare for True Star Behavioral Health Services at the county jail.

• An update on youth treatment services provided by Clallam County True Star Behavioral Health, including staffing levels, credentials and programming.

• Agreements for 2025-2027 Homeless Housing and Assistance Funds 2163 and Affordable Housing Funds 2060 funding with Trinity United Methodist Church for $100,000 to establish a safe parking program; with Peninsula Housing Authority for $15,000 to assist with architectural fees on its Eklund at Gales program; with Serenity House of Clallam County for $276,000 in operational funding; with Mariposa House for $60,000 to operate its West End Hope program; with Boys and Girls Clubs of the Olympic Peninsula for $60,000 to fund its Teen Homelessness Prevention and Resources program; with Healthy Families of Clallam County for $164,209.30 for Healthy Families Emergency Shelter funding and its Safely Home Project; with The Answer for Youth for $84,000 for its Starfleet Operations and Bridging the Gap programs; with Sarge’s Veteran Support for $90,790.70 to renovate its support kitchen and hire a support case manager.

• Opening of bids for the Clallam Bay, Middlepoint and Snobhill lift station restoration project.

• Resolutions to adopt various budget revisions and supplemental appropriations.

• A public hearing regarding a resolution to adopt various debatable budget emergencies.

• A public hearing regarding a resolution authorizing a grant of $108,184 from the Opportunity Fund Board to the Clallam Economic Development Council.
