EYE ON JEFFERSON: Memorial Field grandstand roof repairs bid on agenda

The three Jefferson County commissioners will consider approving a $299,400 contract for repair of the Memorial Field grandstand roof and will conduct a hearing on the 2015 budget when they meet Monday.

The meeting will begin at 9 a.m. in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The Department of Public Works will recommend awarding the bid to Primo Construction of Sequim as the lowest bidder.

The bid was below those from the other two companies, John Lupo Construction and Rognlins, both of Aberdeen, and also undercut the engineer’s estimate of $328,166.

A hearing on a $51,764,159 budget for 2015 is set for 10 a.m.

Items on the consent agenda include:

■ Scheduling a public hearing for 10:15 a.m. Dec. 15 on department requests for increases to their 2014 budgets.

■   A resolution to close county administrative offices at noon Christmas Eve.

■   An agreement to receive an Emergency Management Performance Grant in the amount of $16,577. Existing county general fund support of the emergency management program provides required matching, staff said.

Port Townsend city

The Port Townsend City Council will consider approval of a 2015 budget and capital facilities plan when it meets Monday.

The meeting will begin at 6:30 p.m. in council chambers at historic City Hall, 540 Water St.

The proposed budget estimates operating fund expenditures of $19,885,807 and $28,470,347 for capital, debt and trust fund spending for a total of $48,356,154.

The capital improvement plan is for six years ending in 2020.

Among the items in it is $780,000 for repairs and energy improvements to the Port Townsend Library; $2,950,000 for the Howard Street extension; and $2,503,000 for Mountain View Commons work, if a proposed bond, which goes before voters Feb. 10, is approved.

The council will consider contracts with Port Townsend Main Street, which was paid $100,000 in 2014; Jefferson County Library, for the cooperative library automated network, which cost the city $18,742 in 2014; and contracts funded by lodging tax receipts with CP Communications, Olympic Peninsula Tourism Council, the Fort Worden Lifelong Learning Center Public Development Authority and Windridge Solutions for marketing and Web design.

The council also will consider 2014 supplemental budget appropriations.

Council members will consider authorizing the city manager to extend contracts with the county for jail and court services for three years, to extend Mountain View tenants contract for three years and to contribute $15,000 to a space-use study the Jefferson YMCA is considering.

Councilwoman Kris Nelson will conduct office hours, during which members of the public can discuss any topic, in the mayor’s office at historic City Hall, 540 Water St., from 3 p.m. to 5 p.m. Wednesday. Mayor David King will conduct office hours from 3 p.m. to 5 p.m. Thursday.

Other city committee meetings, which are in City Hall, 250 Madison St., unless otherwise noted, are:

■ Historic Preservation Committee — 3 p.m. Tuesday, Cotton Building, 607 Water St.

■ Council Information and Technology Committee — 3 p.m. Wednesday, third-floor conference room.

■ Non-motorized Transportation Advisory Board — 4:30 p.m. Thursday, first-floor conference room.

Port Townsend Library

A reception for candidates for the directorship of the Port Townsend Library will be held Tuesday.

The reception will be from 7 p.m. to 8 p.m. at the library at 1220 Lawrence St.

The four candidates are Keith Darrock, Port Townsend Library technical services manager; Melody Eisler, Silverdale Library branch manager; Jennifer Fenton, training coordinator for the Washington State Library in Olympia; and Maggie Snow, youth services manager for the Anoka County (Minn.) Library.

A quorum of City Council or library board members may attend.

Jefferson PUD

The three Jefferson County Public Utility District commissioners will attend the annual Washington Public Utility Association meeting in Vancouver, Wash., from Wednesday through Friday.

The commissioners will not conduct a meeting in Jefferson County this week.
