EYE ON JEFFERSON: County to get more money for Memorial Field lighting

The three Jefferson County commissioners will consider accepting a grant increase for lighting at Memorial Field when they meet at 9 a.m. Monday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend. An executive session to discuss potential litigation is set for 11 a.m.

The Recreation and Conservation Office (RCO) Youth Athletic Facilities Grant Program has agreed to increase its grant amount to fund LED lights, which are guaranteed to last for 25 years, staff said in a memo. The amount would increase to $162,450. Community donors and Jefferson County would provide $199,280.

Other items on the consent agenda include action on surplus property and appointments to boards.

Commissioners will consider setting a hearing for 10 a.m. July 2 on a proposed change to allow the court clerk to charge a fee for access to the Electronic Court Records Management System. The fee would be from $100 to $600 depending upon the number of employees in a company.

At 10 a.m., commissioners will open bids for the removal of solid waste from property at 890 Old Hadlock Road per a warrant of abatement issued Jan. 26.

At 10:15 a.m., commissioners will hear an economic analysis of marine trades by the Port Townsend Marine Trades Association.

During the briefing session at 1:30 p.m, commissioners will hear about after-school programming in Quilcene and Brinnon school district.

The agenda also lists special meetings on the 2018 Comprehensive Plan and Unified Development Code review in commissioners’ chambers at 9 a.m. Tuesday and at the Port Townsend Fire Station, 24 Seton Road, at 1:30 p.m. Wednesday and 8:30 a.m. Thursday.

Port Townsend City Council

The Port Townsend City Council will consider terminating and renegotiating interlocal agreements on affordable housing when it meets at 6:30 p.m. Monday.

The meeting will be in council chambers at historic City Hall, 540 Water St.

The council will conduct a public hearing on the Six-Year Transportation Improvement Plan and consider adopting the plan.

It also will consider a $15,000 contract with Berk Consulting, Inc., for a level of service analysis for the Port Townsend Public Library as well as a resolution adopting the library’s policy of confidentiality of library transactions and patron files.

The council will discuss a multi-family tax exemption program.

It is expected to declare this week Amateur Radio Week, with Amateur Radio Field take taking place Saturday and Sunday, and to declare Thursday as Make Music Day.

On Saturday a quorum of the Non-Motorized Transportation Advisory Board may be involved in a volunteer trail work party at Bishop Play Park from 9 a.m. to noon.

Port of Port Townsend

Port of Port Townsend commissioners will discuss 2018 capital projects and a preview of the five-year capital improvement plan when they meet in a workshop at 1 p.m. Wednesday.

The regular session will begin at 1 p.m. in chambers, 333 Benedict St.

Jefferson Transit

Jefferson Transit board members will conduct a public hearing on the draft Transit Development Plan/Transportation Improvement Plan when they meet at 1:30 p.m. Tuesday.

The board will meet at the transit facility at 63 Four Corners Road.

Public Utility District

Jefferson County Public Utility District commissioners will consider declaring a public works emergency at the Coyle water system when they meet at 5 p.m. Tuesday.

The meeting will be at 63 Four Corners Road in the Jefferson Transit building.

The declaration would allow the PUD to be exempted from usual procurement requirements for repairs needed for fire hydrants. The Quilcene Fire District has said that the lack of serviceable hydrants in the Coyle region is a possible threat to public safety.

Jefferson Healthcare

Jefferson Healthcare commissioners will hear the Population Health Initiatives at Jefferson Healthcare: Biannual Board Update when they meet at 2 p.m. Wednesday.

The board will meet in the Victor J. Dirksen Conference Room on the first floor of the Emergency Services and Specialties Building at. 834 Sheridan St.

Board of Health

The Jefferson County Board of Health will conduct a public hearing on adoption of revisions to the Jefferson County Environmental Health fee schedule when it meets at 2:30 p.m. Thursday.

The hearing will be part of the board’s monthly meeting at the Jefferson County Public Health building, 615 Sheridan St., Port Townsend.

If adopted, the fee will be changed to a 5 percent surcharge and the case scanning/technology fee would be removed.

Development authority board

The Fort Worden Public Development Authority Executive Committee will discuss Makers Square when it meets at 9 a.m. Tuesday.

The meeting will start at Commons A, Building 210 at Fort Worden, 200 Battery Way.

The panel also will discuss master lease amendments, the Fortopia Program, a marketing committee report and Fourth of July events.

Clallam Fire District No. 3

Clallam County Fire District 3 commissioners will conduct a public hearing on a proposed levy lid lift when they meet at 1 p.m. Tuesday.

Commissioners will meet at the district headquarters, 323 N. Fifth St.

Commissioners of the district, which covers the east side of Clallam County with a small portion in Jefferson County, are considering a proposal to increase the levy rate from $1.26 per $1,000 of assessed property value to $1.50 per $1,000.
