EYE ON JEFFERSON: Commissioners to review draft of critical areas law

The three Jefferson County commissioners will hear an overview of the draft critical areas ordinance at a meeting that will begin at 9 a.m. Monday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

Commissioners will review the draft, prepared to comply with Growth Management Act requirements, before the Department of Community Development takes it to the county planning commission.The briefing will be at 1:30 p.m.

At 10 a.m., commissioners will hear a report from Tom Theirsch, Ferry Advisory Committee chair, on Washington State Ferries’ long range plan.

Commissioners will participate in two executive sessions for actual and potential litigation, from 10:45 a.m. to 11:45 a.m.

On the consent agenda, they will consider a closeout of a Public Works Trust Fund loan for the Port Hadlock sewer project. The original loan was for $10 million. However only $1.7 million was used for the project which has yet to be constructed. The closeout will change the terms of repayment.

Other items on the consent agenda include:

• An agreement with Jefferson Healthcare hospital for a five-year license to use the county parking lot on Castle Hill. The hospital has agreed in principle to pay $50,000 for paving of the lot.

• Agreement concerning emergency repairs of Upper Hoh Road.

Port Townsend city

The Port Townsend City Council plans a two-day workshop retreat from 8 a.m. to 5 p.m. Thursday and Friday.

The retreat will be in the Cotton Building at 607 Water St.

On Thursday, council members will discuss the strategic plan update. On Friday, they will discuss city manager recruitment.

No council business meeting is scheduled this week. Instead, members of the City Council, advisory boards and city staff will attend a training session on running effective meetings from 4 p.m. to 8 p.m. in the Cotton Building.

Other city committee meetings, are:

• Parks, Recreation and Trees Advisory Board — 4:30 p.m. Tuesday, first-floor conference room at City Hall, 250 Madison St.

• Port Townsend Planning Commission— 6:30 p.m. Thursday, City Council chambers at historic City Hall, 540 Water St.

A joint meeting of the city’s Ad Hoc Committee on Housing and the Jefferson County commissioners originally set for 3 p.m. Monday has been canceled.

Also canceled is a Council Finance and Budget Committee meeting originally set for 3 pm. Tuesday.

Port of Port Townsend

Port of Port Townsend commissioners will consider the first draft of a 2019 operational budget when they meet in regular session at 5:30 p.m. Wednesday.

Commissioners will meet in chambers at 333 Benedict St. They also plan an executive session to review the performance of a public employee.

Commissioners also will consider a seasonal yard discount and a professional services agreement with Landau Associates, Inc., for consulting services in connection with a range of Boat Haven stormwater compliance issues. The consulting agreement will be for no more than $32,200 through May 31.

Chimacum School

The Chimacum School Board will hear about state test scores when they meet at 6 p.m. Wednesday.

The meeting will be at Chimacum High School, 91 West Valley Road.

Superintendent Rick Thompson will update the board in the 2017-18 Smarter Balanced Assessment state tests.

Board members also will hear reports on the recent Washington State School Directors’ Association legislative assembly in Spokane and will hear about a regional meeting planned in October in Kitsap County.

Development authority

The Fort Worden Public Development Authority board will consider a memorandum of understanding with the Port Townsend School District when it meets at 9 a.m. Wednesday.

The meeting will be at Commons B, Building 210 at Fort Worden, 200 Battery Way.

The board also will consider an interagency agreement with Washington State Parks for $100,000 in funding for repair of windows in Makers Square building.

Board members will hear reports on energy efficiency, Makers Square, glamping, Fotopia, and branding for the lifelong learning center.

Jefferson Healthcare

The Jefferson Healthcare commissioners’ meeting originally set for Wednesday has been canceled.
