EYE ON JEFFERSON: Commissioners to consider settlement

The three Jefferson County commissioners will hear an update on settlement negotiations with Port Ludlow Associates, and may take action if an agreement is ready for consideration, when they meet Monday.

The update will be after 10 a.m. The meeting will begin at 9 a.m. in commissioners’ chambers in the basement of the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

Commissioners will receive an update in executive session and may take action in open session if an agreement has been reached.

The county contended that 2015 timber harvests on four parcels in the Port Ludlow Master Planned Resort were in violation of the May 2000 Port Ludlow Development Agreement. Port Ludlow Associates disagreed and the two entered into mediation.

Commissioners also will be briefed on the county comprehensive plan review.

Commissioners also will consider, on the consent agenda, approval of a collective bargaining agreement for the Jefferson County Sheriff’s Office Uniformed Support Services employees when they meet Monday.

Under the one-year agreement, which would take effect Dec. 31, each represented employee would receive a $750 lump sum payment. Changes also would be made to the corrections deputy wage table; sergeant steps would be increased to more than 122 percent of the corrections deputy step.

The agreement also calls for changes in paid time for various duties and positions.

Also on the consent agenda are:

• An agreement for $18,000 from the Washington State Military Department for part-time staffing for emergency management.

• An agreement for animal shelter and related services for two years starting Jan. 1 with the Humane Society of Jefferson County.

• Appointments of Sam Gibboney, Emily Bishop and Frank Handler and the reappointment of Andrew Palmer to the Marine Resources Committee. The board is expected to accept the resignation of committee member Anne Murphy.

Port Townsend city

The Port Townsend Planning Commission will consider a proposed text amendment on crop production in commercial zones when it meets Thursday.

The meeting will be at 6:30 p.m. in council chambers on the second floor of historic City Hall, 540 Water St.

The Port Townsend City Council business meeting originally scheduled for 6:30 p.m. Monday has been canceled.

Other city committee meetings are:

• Port Townsend Library Advisory Board — 3:30 p.m. Monday at the library learning center in the Charles Pink House at 1256 Lawrence St. The board will hear a presentation on collaboration of public and school libraries and will discuss the possibility of the new elementary school library having a public library component.

• Port Townsend Planning Commission Design Review Advisory Subcommittee — 1 p.m. Thursday in the third-floor conference room at City Hall, 250 Madison St. The panel will review two applications.

Jefferson Healthcare

Jefferson Healthcare commissioners will consider credentials, appointments and reappointments of medical staff when they meet Wednesday.

The meeting will be at 3:30 p.m. in the Victor J. Dirksen conference room at 834 Sheridan St., first floor.

The board is also expected to meet in executive session to discuss an evaluation of the chief executive officer.

Also on the agenda is a resolution for the disposition of surplus equipment.

The commissioners will hear reports on patient safety and quality, administration and another from the chief medical officer.

Jefferson Transit

The Jefferson Transit Authority board will consider adoption of the proposed 2017 budget when it meets Tuesday.

The meeting will be at 1:30 p.m. in the Jefferson Transit boardroom, 63 Four Corners Road, Port Townsend.

According to a presentation available at www. jeffersontransit.com, the total budget is expected to increase 2.31 percent over 2016, driven mostly by the cost of wages, benefits, liability insurance and planned service increases.

Represented employees will receive a 1.5 percent pay increase; non-represented employees will receive 2 percent.

The cash flow is expected to be sufficient for all operating expenses and capital purchases through 2017.

Also on the consent agenda is the adoption of the board’s 2017 meeting schedule.

The board is expected to meet in executive session to discuss litigation.

Public development authority

The Fort Worden Public Development Authority board will consider adopting the 2017 operational budget when it meets Wednesday.

The board will meet at 9 a.m. in the Seminar Building at 200 Battery Way, Fort Worden.

The board will meet in executive session to review lease terms and conditions.

It will consider 2017 meeting schedules for the board and executive committee.
