The three Clallam County commissioners will conduct four public hearings, including one for consideration of a six-year transportation plan, on Tuesday.
The regular business meeting will begin at 10 a.m. — and the hearings will start at 10:30 a.m. — in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
Items for public hearings include:
■  Consideration of a transportation improvement program for 2016 through 2021.
■ Consideration of debatable budget emergencies.
■  Consideration of a resolution declaring a Clallam County easement as surplus.
■  Consideration of a resolution declaring road department property as surplus.
Items for the business meeting include:
■  An agreement with the city of Sequim for criminal justice services.
■  Recognition of Clallam County Juvenile and Family Services Director Pete Peterson for his 2014-2015 administrator of the year award from the Washington Association of Juvenile Court Administrators.
■ Contract amendments with the state Department of Social and Health Services, for the Recovery Youth Services program, and with the state Department of Health, which would add funding for the onsite septic system program.
■  An agreement with Serenity House of Clallam County for case manager salaries and benefits for emergency shelter program operation.
■  An agreement with the state Recreation and Conservation Office for North Olympic Peninsula Lead Entity.
■  An agreement establishing the Salish Behavioral Health Organization for planning, establishing and operating a comprehensive behavioral health system.
■  Acknowledgement of proposals received for housing and homelessness services.
■  A request for proposals due Dec. 15 for collection of unpaid financial obligations in Superior Court.
■  A resolution adopting supplemental appropriations.
■  Notice that other supplemental appropriations and budget reductions will be adopted Dec. 8.
■  Call for a Dec. 8 hearing for debatable budget emergencies.
Commissioners will hold their weekly work session at 9 a.m. Monday to preview items set for action at their formal meeting.
In addition, commissioners will discuss an update to a roadside weed management plan and concerns from the environmental community regarding the county Trust Lands Advisory Committee.
Commissioners will receive a quarterly report from the state Department of Natural Resources at 1 p.m. Monday.
Port of Port Angeles
Port of Port Angeles commissioners will receive a report from Alan Cook on Icicle Seafoods’ plans to relocate its salmon farm from Port Angeles harbor when they meet Tuesday.
Cook, vice president of aquaculture of the Seattle seafood firm, will speak at 9:30 a.m. in port headquarters, 338 W. First St., Port Angeles.
The meeting will begin at 9 a.m.
Cook said Icicle plans to move its salmon pens 2 miles east of the harbor mouth to put them out of the way of a pier the Navy plans to build on Ediz Hook to moor vessels that escort submarines to and from Naval Submarine Base Bangor.
Plans for the pier are not complete, but Icicle would move its pens by the end of 2017, Cook has said.
■ Commissioners also will consider adopting the port’s 2016 property tax levy and annual budget.
Other items on the port commission’s agenda include:
■  Fee waivers for events at the John Wayne Marina, Sequim.
■  A bid award for rehabilitation of a boat ramp.
■  A resolution and contract for the Composites Recycling Technology Center, 2220 W. 18th St., Port Angeles.
■  A report on remediation of the former KPly site, 439 Marine Drive, Port Angeles.
Sequim City Council
Sequim City Council members will consider an ordinance adopting the proposed 2016 city budget when they meet Monday.
The meeting will begin after a 5 p.m. study session on zoning code amendments at the Sequim Civic Center, 152 W. Cedar St.
The $28.1 million proposed budget includes funding for utilities, roads and public safety.
The council also will conduct public hearings on 2016 fees and charges and the Transportation Benefit District 2016 budget.
Other agenda items include:
■  Clallam Opportunity Investment Network update.
■  Consideration of sending a climate disruption letter to President Obama.
■  Consideration of a conceptual parking plan for Carrie Blake Park.
Quillayute Valley Schools
The Quillayute Valley School Board will consider a nonrenewal of contract with Forks High School head football coach Craig Shetterly when it meets Tuesday.
The board will meet at 6 p.m. in the library of Forks High School, 261 S. Spartan Ave.
The board also has scheduled an executive session for consideration of the resignation of a certified employee under contract.
Forks City Council
The Forks City Council will conduct a 2016 budget hearing when it meets Monday.
The regular meeting at 7:30 p.m. will be preceded by a budget workshop at 5:30 p.m. Both will be at 500 E. Division St.
The council also will consider approval of a water use efficiency program and a resolution regarding the establishment of public defense standards.
Public utility district
There will be no meeting of the Clallam County Public Utility District commissioners on Monday.
The next meeting will be a work session on Nov. 30 at the PUD’s new main office, located at 104 Hooker Road in Carlsborg.
