EYE ON CLALLAM: County board to be briefed on Olympic Discovery Trail progress

Clallam County commissioners will hear an update on the Olympic Discovery Trail at their meeting, which begins at 9 a.m. Monday.

The work session will be in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The county Road Department has prepared a slide presentation on ODT project accomplishments and costs dating back to the county’s first involvement in 1993.

A plan to complete the trail in the next decade also will be presented.

Other agenda items for the work session include:

• An update on a grant to the Sequim Aquatic Recreation Center, which reopened last year as the Sequim YMCA.

• An update on a public request request to the county treasurer.

• An agreement with the Jamestown S’Klallam Tribe to conduct Olympia Oyster surveys as part of a Clallam County Marine Resources Committee restoration project.

• A briefing and call for hearing on proposed amendments to the county’s marijuana ordinance, including a restriction on retail sales in the Joyce Urban Growth Area.

Commissioners will conduct their regular business meeting at 10 a.m. Tuesday.

Action items include:

• An agreement with IP Access International for satellite communications services to the Sheriff’s Office incident command vehicle.

• An agreement with K&H Printers for the printing and mailing of ballots for the 2017 general election.

• Notice of a Sept. 12 hearing for a proposed ordinance titled Disposition of Remains of Indigent Persons.

• A letter of support for a First Federal Community Foundation grant proposal.

• A resolution encouraging the regular use of the video recording and livestreaming system for all public meetings held in the commissioners’ boardroom.

• Resolutions adopting supplemental appropriations and a budget reduction.

• A request for qualifications and performance data from real estate brokerage firms for the sale of surplus real estate holdings.

• Notice of a Sept. 12 hearing for the proposed sale of surplus property.

• A resolution initiating a county road project for the Olympic Discovery Trail from Freshwater Bay to Camp Hayden roads.

• A resolution initiating a county road project for the Olympic Discovery Trail from Blyn to the east county line.

• A public hearing for the consideration of debatable budget emergencies.

Clallam Transit

The Clallam Transit board will conduct a public hearing to consider a six-year Transit Development Plan at 1 p.m. Monday.

The meeting will be at the Clallam Transit System administration building at 830 W. Lauridsen Blvd.

Other agenda items include an executive session for the board to discuss the selection of a general manager, a renewed transportation cooperative agreement with the Quillayute Valley School District, a transportation services agreement with Olympic Community Action Programs and a mobile ticketing pilot project.

Port of Port Angeles

Port of Port Angeles commissioners will consider a contract amendment with Floyd | Snider for dredging Terminal 3 during a special meeting that will begin at 9 a.m. Tuesday.

The meeting will be in commissioners’ chambers at 338 W. First St.

The contract amendment will be considered at 1:05 p.m. Staff recommends an amendment not to exceed $257,000, which would increase the total contract amount with Floyd | Snider at $306,275.

Commissioners also will consider accepting a project by Glacier Environmental Services for marine terminal stormwater conveyance improvements as completed. The $1.5 million project was completed Tuesday. In addition, commissioners will consider a contract for Phase 3, focused only on the marine terminal, with Kennedy/Jenks for $233,000.

They also will consider the purchase of a heat pump for $55,284 for the multi-tenant industrial building.

Staff recommends that commissioners accept as substantially complete a new apron at Fairchild International Airport and authorize final payment to Lakeside Industries for $1.16 million.

Commissioners will consider a public records policy, review the strategic plan and consider a delegation of authority policy.

Commissioners may recess into executive session.

An open discussion and brown bag lunch with commissioners will end the meeting.

Forks City Council

The Forks City Council will hear reports from the mayor, council members and staff when it meets at 7:30 p.m. Monday.

The council will meet at City Hall, 500 E. Division St.

It may recess into an executive session.

Marine Resources Committee

The Clallam County Marine Resources Committee will celebrate the work of its student interns from 5:30 p.m. to 7 p.m. Monday.

The meeting will be from 5:30 p.m. to 7 p.m. at the Feiro Marine Life Center, 315 N. Lincoln St., Port Angeles.

This year, the MRC sponsored student interns Jacob Carleson, Waverly Shreffler and Joshua Davis.

Clallam PUD

Clallam County Public Utility District commissioners will conduct a special meeting at 1:30 p.m. Monday.

The meeting will be in the district’s main office at 104 Hooker Road in Carlsborg.

The purpose of the meeting is to hold an executive session to review the performance of a public employee.

No regular business meeting will be held Monday.

Crescent School Board

The Crescent School Board plans to meet at 7 p.m. Thursday.

The board will meet at the library at the school at 50350 state Highway 112 in Joyce.

An agenda was not available as of Saturday.
