Clallam County Auditor Cathleen McKeown said that ballot returns as of Thursday were at 31.26 percent with 13,727 of 43,918 ballots returned.
Voters in Clallam County have until 8 p.m. Tuesday to return their ballots to the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
Ballots postmarked by Tuesday also will be counted.
There are 14 contested races in Clallam County, including three races for Port Angeles City Council and two races for Port Angeles School Board.
