EYE ON JEFFERSON: Port Townsend eyes security ordinance

The Port Townsend City Council will hear an ordinance related to the public health, safety and welfare of owners of publicly owned property when it meets at 6:30 p.m. Monday.

The meeting will be in council chambers at historic City Hall, 540 Water St.

The ordinance would enact a policy for excluding those whose behavior is unreasonably disruptive, an agenda memo says.

The city enacted similar provisions related to parks, but last year, staff identified a need to expand these provisions to other city facilities such as the library and City Hall. An interim policy was adopted Nov. 30, 2016. The recommended action for the ordinance at this meeting is to approve it on first reading.

Other items on the consent agenda include:

• A resolution authorizing the city manager to call for bids and award a contract for a septage dewatering unit for the biosolids composting facility.

• A resolution authorizing the city manager to execute an agreement with Jefferson County on behalf of the Jefferson County Cooperative Extension to design and construct a rain garden in Chetzemoka Park.

• A resolution authorizing the city manager to amend a contract with SAFEBuilt Washington LLC for plan review and inspection services.

• A resolution authorizing the city manager to execute a professional services agreement with HDR Engineering Inc. to prepare a final design and bidding documents and assist with bidding support services and permitting for the Big Quilcene River diversion repair project.

Also meeting this week will be the Historic Preservation Committee for a special meeting from 3 p.m. to 5 p.m. Tuesday in the third-floor conference of City Hall, 250 Madison St.

County commission

The three Jefferson County commissioners will meet in executive session with the acting county administrator, community development director and chief civil deputy prosecuting attorney regarding potential litigation when they meet at 9 a.m. Monday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

Items on the consent agenda include:

• Discussing and possibly taking action on a resolution that would sell as surplus Gallagher House in Quilcene.

• Discussing and possibly taking action on a $8,154.27 agreement to subscribe to PageFreezer for use in archiving website and social media content as required under the Public Records Act.

• The reappointment of David Zellar as the Port Townsend representative for the Jefferson County Solid Waste Advisory Committee.

During the county administrator briefing session at 1:30 p.m., commissioners will hear on miscellaneous items.

Other county committee meetings:

• Budget Committee — 8:30 a.m. to 9:30 a.m. Wednesday, first-floor conference, courthouse, 1820 Jefferson St.

• Planning Commission — 5:30 p.m. to 7:30 p.m. Wednesday, Tri-Area Community Center, 10 West Valley Road, Chimacum.

• Board of Health — 2:30 p.m. to 4:30 p.m. Thursday, Pacific Conference Room, Jefferson County Public Health, 615 Sheridan St.

Quilcene School Board

The Quilcene School Board will meet at 6 p.m. Wednesday.

The board will meet in Room 9 at 294715 U.S. Highway 101.

An agenda was not available as of Saturday.

Jefferson PUD

Jefferson County Public Utility District commissioners will consider a resolution removing the district manager when they meet at 5 p.m. Tuesday.

The meeting will be at 230 Chimacum Road, Port Hadlock.

General Manager Jim Parker will retire March 5. Commissioners approved an early release from his contract during a special meeting Sept. 11.

Commissioners also will discuss before possibly taking action an item on recruitment processes.

They will meet in executive session before adjourning.

On Wednesday, PUD offices will open at 9:30 a.m. — 30 minutes later than usual — so employees can attend an all-staff meeting. This affects the Port Hadlock and Port Townsend (310 Four Corners Road) locations.

Jefferson Healthcare

Jefferson Healthcare commissioners will consider the 2017-20 strategic plan when they meet at 3:30 p.m. Wednesday.

The board will meet in the Victor J. Dirksen Conference Room on the first floor of 834 Sheridan St.

Commissioners also will hear a No on Proposition 1 presentation and an administrator’s update on behavioral health.

East Jefferson Fire-Rescue

East Jefferson Fire-Rescue commissioners will hear updates on annexation, fire chief succession and paramedic students when they meet at 5:30 p.m. Wednesday.

The meeting will be at Station 1-5, 35 Critter Lane, Port Townsend.

Other items on the agenda include budget workshop dates, easement for the waterline on Marrowstone Island and Wildland Fire Advisory Committee news.

PUD executive ­committee

The Fort Worden Public Development Authority Executive Committee will consider an August cash flow project report and new initiatives when they meet at 9 a.m. Tuesday.

The meeting will start at Commons B, Building 210, at Fort Worden, 200 Battery Way.

Fire District 3

Clallam County Fire District 3 commissioners will consider SAFER grants for hiring firefighters and a volunteer coordinator when they meet Tuesday.

The meeting will be at headquarters, 323 N. Fifth Ave.

Also on the agenda are a service delivery study, draft commissioner meetings policy, proposed policies for suspension, an office assistant position and Brigadoon Tower communications.

The fire district will meet in executive session before adjourning.

The district covers the east side of Clallam County with a small portion in Jefferson County.
