EYE ON JEFFERSON: Jefferson board to award bid for overlay project

The three Jefferson County commissioners will consider awarding a bid in the amount of $163,321 to Lakeside Industries for the Teal Lake overlay project when they meet Monday.

The meeting will begin at 9 a.m. in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

Other items on the consent agenda include:

• A $191,755 agreement with Affordable Asphalt to mark pavements on Jefferson County roads this calendar year.

• A $10,486 contract with Sealevel Bulkhead Builders for culvert removal on Undie Road.

• Amending an interlocal cooperation agreement among the Hood Canal Coordinating Council, Jefferson County administrator, Kitsap and Mason counties, and Port Gamble S’Klallam and Skokomish tribes.

• A personal services agreement with Discover Your Northwest to coordinate and promote the Washington Coast Cleanup for $8,660.

• An agreement for $14,570 with the Northwest Straits Marine Conservation Foundation to provide coordination of landowner cultivation, outreach and education for the foundation’s shoreline armor reduction program and expand community outreach by the Jefferson County Marine Resources Committee.

• Memorandums of understanding with the city of Forks, Forks Chamber of Commerce and Quillayute Valley School District to install and maintain water bottle filling stations.

• An amendment adjusting WSU Jefferson County Cooperative Extension salary expenditures to bring costs in line with the approved 2017 Jefferson County budget at a savings of $7,000.

• The resignation of Tim Perry from the Civil Service Commission.

During the commissioners’ briefing session at 1:30 p.m., the board will discuss miscellaneous items, calendar coordination and future agenda items.

Port Townsend city

The Port Townsend City Council will discuss a resolution authorizing the city manager to negotiate and execute an agreement with AHBL for development of the Howard Street and Upper Sims Way subarea plan when it meets Monday.

The meeting will begin at 6:30 p.m. in council chambers at historic City Hall, 540 Water St.

Also on the agenda are:

• Authorizing the city manager to sign a consultant contract for preparation of the stormwater management plan and referring the draft plan to the planning commission for review.

• An ordinance that amends the municipal code as well as the city manager’s authority to dispose of surplus personal property.

• An amendment of council rules to reflect a new committee structure. There will be no action on this item, only discussion.

The consent agenda includes board appointments and a resolution authorizing the city manager to update authorized signers for an agreement with Zurich American Life Insurance Co.

The board also will speak on an ordinance and amending provisions of the municipal code related to administration and personnel.

The council will go into executive session after comments from the council.

City committee meetings, which are in conference rooms at City Hall, 250 Madison St., unless otherwise noted, are:

 Port Townsend Arts Commission — 3 p.m. to 5 p.m. Wednesday, first-floor conference room.

 Historic Preservation Committee — 3 p.m. to 5 p.m. Tuesday, third-floor conference room.

 Non-Motorized Transportation Advisory Board — 4 p.m. to 6:15 p.m. Monday, Cotton Building, 607 Water St. The special meeting’s topic will be the May Day Bike Fest. The board also will meet from 4:30 p.m. to 6 p.m. Thursday in the first-floor conference room for its regular meeting.

Jefferson PUD

Jefferson County Public Utility District commissioners will discuss and possibly take action on conservation rebates when they meet Monday.

The meeting will begin at 5 p.m. at 230 Chimacum Road, Port Hadlock.

Action items on the agenda also include approval of a request for change in health care benefits, potential approval of purchase sells agreement and review of PUD electrical meter RFP results.

Commissioners also will discuss an action item outside the consent agenda: an electrical vehicle grant from the Department of Transportation.

Jefferson Healthcare 

Jefferson Healthcare commissioners will hear an update on the medical malpractice insurance marketplace when they meet Wednesday.

Commissioners will meet at 3:30 p.m. in the Victor J. Dirksen Conference Room on the first floor of 834 Sheridan St.

Jefferson County ­Marine Resources Committee

The Jefferson County Marine Resources Committee will meet Tuesday.

The meeting will take place from 6 p.m. to 8 p.m. in the port commissioners’ building, 333 Benedict St.

An agenda was not available Saturday.

Next Generation ­Olympic Consortium

The Next Generation Olympic Consortium, sponsored by the Employment Security Department and Workforce Training, will meet Friday.

The gathering will take place from 8:30 a.m. to 2 p.m. in the Fort Worden Commons, 200 Battery Way, Port Townsend.

An agenda was not available Saturday.

Jefferson County Conservation Futures Committee

The Jefferson County Conservation Futures Committee will discuss 2017 projects, including Iglitzin Farm, the Lower Duckabush River estuary open space, Serendipity Farm and Snow Creek Uncas Preserve Taylor, at a special meeting Wednesday.

The meeting will take place from 2 p.m. to 4 p.m. in Jefferson County Public Health’s Pacific Room, 615 Sheridan St., Port Townsend.

The committee also will discuss a review of appearance-of-fairness forms and project selection protocol, as well as presentation of composites scores and funding recommendations.

A revision of programs materials for 2018 and long-term monitoring of Conservation Futures are also part of the agenda.
