EYE ON CLALLAM: County to revisit vacation rental/B&B regulations

The three Clallam County commissioners will review a draft ordinance regulating vacation rentals and bed-and-breakfast inns Monday.

The work session will begin at 9 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Commissioners tabled action on a previous draft of the vacation rental/bed-and-breakfast ordinance after a public hearing April 11. They remanded the document back to the planning commission.

The planning commission recommended a new ordinance and definitions May 3.

Other discussion items for the Monday work session include:

• A discussion on Clallam Public Defender’s bid proposal to continue representing indigent criminal defendants.

• A discussion on accessing surplus military equipment for emergency management.

• A briefing from the North Olympic Library System.

• Notice of bids for a carpet replacement project for District Court No. 1.

• Notice of bids for a Clallam County Veterans Center ramp installation and re-painting project.

• Notice of bids for the Clallam County jail roof replacement project.

• A contract amendment with the Washington County Road Administration Board for Dry Creek Road improvements.

• Agreement with the state of Department of Transportation for three permanent bicycle and pedestrian counters for the Olympic Discovery Trail.

• An agreement with Seattle SMSA Limited Partnership doing business as Verizon Wireless to allow placement of a facility in the right of way at 2613 Kitchen-Dick Road for an initial term of 10 years.

• A request for a permanent part-time employee to catch up and maintain electronic and paper file management tasks.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Action items include:

• An agreement with the city of Port Angeles for field tests of retrofitted commercial HVAC pumping systems.

• An agreement with the state Department of Fish and Wildlife for a fish passage barrier removal project.

• A contract amendment with Peninsula Behavioral Health to change from a salary/benefits reimbursement to a fee for service schedule.

• A resolution establishing staggering terms and restating terms for members to the Opportunity Fund Board.

• A resolution appointing John Brewer as the city of Port Angeles representative for the Opportunity Fund Board.

An executive session will be held at noon for commissioners to discuss a matter of pending or potential litigation related to Lange v. Clallam County.

Port Angeles city

City Council members will discuss policies regarding council-appointed boards, committees and commissions when they meet for a special work session meeting Tuesday.

The meeting will be from 5 p.m. to 7 p.m. at City Hall, 321 E. Fifth St.

The special meeting is open to the public.

Sequim City Council

The Sequim City Council will tour project sites before conducting public hearings when it meets Monday.

The council will meet at 5 p.m. for the work session, meeting in the lobby of the Sequim Civic Center, 152 W. Cedar St., to set off on a tour of the Prairie Street and East Sequim Neighborhood pavement preservation projects and the Carrie Blake Access Road.

The council will return at about 6 p.m. to conduct public hearings on repealing a chapter of city code on bicycle licensing, allowing the council to cancel one meeting in any given month and on zoning code updates to implement the comprehensive plan.

The council also will consider funding options for Phase II of the Guy Cole Convention Center renovation.

Clallam Transit

The Clallam Transit board will consider a general manager transition and recruitment plan Monday.

The meeting will begin at 1 p.m. at the Sequim Transit Center, 190 W. Cedar St.

Former general manager Wendy Clark-Getzin announced her resignation in April.

Maintenance manager Kevin Gallacci was appointed as acting general manager April 17.

Other agenda items for the Transit meeting include:

• Compensation for acting general manager.

• An updated non-union represented personnel salary and wages scale.

• An interlocal agreement with Jefferson Transit for the Strait Shot out-of-boundary service from Port Angeles to the Bainbridge Island Ferry Terminal.

• Recognition of Operations Supervisor Rickie Stimbert as Clallam Transit’s 2016 employee of the year.

• Retirement recognition for Transit Operator Stephen Mandeville.

Clallam PUD

Clallam County Public Utility District commissioners will consider authorizing the general manager to sign a memorandum of understanding with Energy Northwest and its members to participate in a one-year joint procurement program demonstration project Monday.

The meeting will begin at 1:30 p.m. in the Lake Crescent boardroom at the Carlsborg main office, located at 104 Hooker Road.

Forks City Council

The Forks City Council will hear a presentation from Bob Schroeter, executive director of the Clallam County Economic Development Corp., when it meets Monday.

The council will meet at 7:30 p.m. at City Hall, 500 E. Division St.

It also will hear reports from the staff and mayor.

It may recess into executive session to review the performance of a public employee, consult with legal counsel, consider a collective bargaining position or consider acquisition of real estate.

Library system

The North Olympic Library System Board of Trustees will consider a request for qualifications for schematic design for an expanded Sequim branch Thursday.

The meeting will begin at 5:30 p.m. at the Forks Library, 171 S. Forks Ave.

Other agenda items include a presentation on the North Olympic Library System volunteer program.
