EYE ON CLALLAM: County, port commissioners to hold joint meeting

Clallam County and Port of Port Angeles commissioners will conduct a joint meeting to hear quarterly reports from the Economic Development Corp., Composite Recycling Technology Center and Small Business Development Center on Monday.

The meeting will begin at 11 a.m. in the county commissioners’ meeting room (160) on the main level of the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

County commissioners will hold their regular work session at 9 a.m. Monday.

Scheduled discussion items include:

• Financial information from the state Department of Natural Resources.

• An agreement with the state Military Department to share security and other confidential and proprietary information.

• An agreement with Washington State Consolidated Technology Services for statewide imagery services used for GIS satellite mapping.

• A discussion on the county’s hazard communication policy.

• A call for hearing on the vacation of Charles Road, Sampson Road and a portion of Lower Elwha Road.

• Introduction of the EDC’s new executive director, EDC issues, an Opportunity Fund grant request and the designation of an Associate Development Organization.

• A monthly budget performance review.

Commissioners will hold their weekly business meeting at 10 a.m. Tuesday.

Scheduled action items include:

• A letter addressing concerns of the Dungeness River Management Team.

• An agreement and additional requirements with the state Department of Transportation for three permanent bicycle and pedestrian counters.

• An agreement with the Lower Elwha Klallam Tribe for chemical dependency/mental health services.

• A contract extension with Duncan Fobes of Patterson, Buchanan, Fobes & Leitch Inc. P.S. for legal services in connection with the Lange settlement.

• An agreement with Anchor QEA LLC for engineering and design to improve fish passage at the McDonald Creek outtake of the Agnew Irrigation District.

• Resolution reappointing Marge Upham to the Park and Recreation Advisory Board.

• Resolution authorizing an expenditure from the Hotel/Motel Tax Fund for the Olympic Discovery Trail.

• Proposed resolutions altering voting precinct boundary lines for precinct size limits and annexations.

• A resolution adopting supplemental appropriations.

• A public hearing for consideration of debatable budget emergencies.

Port of Port Angeles

Port of Port Angeles commissioners will discuss a $3.6 million stormwater treatment system at the Terminal 7 log yard when they meet Tuesday.

The special meeting will be at 9 a.m. at port headquarters, 338 W. First St. At 9:10 a.m., a community partner program presentation is planned.

Commissioners will hear a finding that impacts of the proposed stormwater treatment system project are nonsignificant under the State Environmental Policy Act (SEPA).

The project’s goal is to meet permit benchmarks established under the Industrial Stormwater General Permit administered by the state Department of Ecology.

The project will require a city shoreline substantial development permit.

The panel also will consider soliciting bids for Terminal 4 pile replacement.

They will hear a report on the lease policy.

Sequim City Council

The Sequim City Council will hear a report on crime statistics for the first quarter of the year when it meets Monday.

The council will meet at 6 p.m. at Sequim Civic Center, 152 W. Cedar St.

It will conduct a public hearing on amendments to the general penalty portion of the city code, which is part of a “code scrub” to update the code.

It also will consider zoning code updates to implement the comprehensive plan and an ordinance concerning propane tank safety.

The council will consider a grant for electric vehicle charging stations, an agreement with the Olympic Crest Property Owners Association and aspects of the Fir Street project.

It will review proposed fee changes, which will be the topic of a May 8 public hearing.

Forks City Council

The Forks City Council will conduct a comprehensive plan update hearing when it meets Monday.

The council will meet at 7:30 p.m. at City Hall, 500 E. Division St.

The council will consider declaring some property as surplus, will hear a report on the jail and discuss hiring a uniformed police chief.

Clallam PUD

Clallam County Public Utility District commissioners will hear a staff presentation on the results of a recent customer survey Monday.

The work session will begin at 1:30 p.m. in the Lake Crescent boardroom at the district’s main office, located at 104 Hooker Road in Carlsborg.

After the work session, commissioners will conduct a special meeting to hold an executive session to discuss with legal counsel litigation or potential litigation.

No final action is anticipated and no other business will be transacted.

Library Board of Trustees

The North Olympic Library System Board of Trustees will hear an update on the Sequim Library expansion project when they meet Thursday.

The meeting will begin at 5:30 p.m. at the Port Angeles Library, 2210 S. Peabody St.
