EYE ON CLALLAM: County to discuss ballot measure for creating finance department

Meetings across Clallam County.

The three Clallam County commissioners will discuss a proposal to call for a special election to create a finance department when they meet at 9 a.m. Monday.

The work session will be in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

A new finance department would require changes to the county’s Home Rule Charter.

Other discussion items for the work session include:

• Appointments for “for” and “against” committees for a ballot measure regarding proposed changes to the county charter.

• A discussion on the transition for the County Administrator’s position.

• A discussion on a class action opt-in notice form for the Payments in Lieu of Taxes Act.

• Commissioners’ strategic participation on boards and committees.

• Discussion on a homeless crises response system.

• A call for bids for a carpet replacement in Superior Courtroom I and administrative offices.

• A contract amendment with the state Department of Agriculture for additional funding through an existing knotweed control grant.

• An agreement with the state Administrative Office of the Courts for reimbursement for information technology equipment.

• A discussion on the receivership process for privately-owned Group A water systems.

• A contract with Concerned Citizens for provisions for community inclusion, individual supported employment, community information/education and county millage.

The board will hold a work session at 2 p.m. Monday for an update on the Shoreline Master Program.

Commissioners will hold their weekly business meeting at 10 a.m. Tuesday.

Scheduled action items include:

• A proclamation recognizing the week of July 22 as Korean War Remembrance Week.

• Recognizing Sheriff’s Sgt. Lyman Moores for 29 years of service to Clallam County.

• Recognizing Dr. Christopher Frank for his service to Clallam County.

• Agreements with the Quillayute Valley and Port Angeles school districts for the provision of transition program training.

• A bid award to Bruch & Bruch Construction, Inc. for the Marsden/Pearce roads culvert replacement project.

• A call for Aug. 7 hearing on a resolution affirming that Clallam County regulations continue to comply with the state Growth Management Act.

Port of Port Angeles

Port of Port Angeles commissioners will consider an amendment to the month-to-month commercial lease for the Composite Recycling Technology Center when they meet at 9 a.m. Tuesday.

Commissioners will meet at the port administration building, 338 W. First St.

Pending approval of the term lease by the federal Economic Development Administration, the proposed amendment to the month-to-month lease changes the payment schedule.

Commissioners also will consider a SEPA (State Environmental Policy Act) report on Terminal 3 maintenance dredging and a grant for a fuel float.

Public Utility District

Clallam County Public Utility District commissioners will consider awarding a $799,000 bid to Tapani Inc. for the Old Olympic Highway water distribution main project when they meet at 1:30 p.m. Monday.

The meeting will be in the Lake Crescent Boardroom at the Carlsborg main office at 104 Hooker Road. An executive session to review the performance of a public employee also is set.

Also on the agenda is an acceptance of contract completion for the Forks Storage Building, an acceptance of completion for the Distribution and Design project completion, and consideration of adopting resolution 2111-18 to authorize the disposal of surplus property.

Sequim City Council

The Sequim City Council will consider appointing a new council member when it meets at 4 p.m. Monday.

The council will meet at the Sequim Civic Center, 152 W. Cedar St.

The council will interview four applicants to fill the seat vacated by Pam Leonard-Ray. Applicants are William Armacost, owner of Changes Full Service Salon; Ron Fairclough, owner of Sequim Laboratories of Dental; city planning commissioner Tom Ferrell and Richard Fleck, a previous candidate for deceased council member John Miller’s position.

After an executive session to review candidate qualifications, the council is expected to vote on the appointment in open session.

The council will conduct a joint meeting with the arts commission at 5 p.m.

During the regular meeting, it is expected to recognize Joe Irvin for his service, and conduct public hearings on the Sex-Year Transportation Improvement Program and the Six-Year Capital Improvement Program for 2019-24.

Forks City Council

Forks City Council will award a project bid for reservoir recoating when it meets at 7:30 p.m. Monday.

The meeting will be at City Hall, 500 E. Division St.

Other agenda items include a June treasurer’s report, a request by Janik Enterprises for a temporary access permit and a drop box use with Clallam County.

The council will convene for an executive session to review the performance of a public employee, consult legal counsel regarding litigation or potential litigation, to consider the position to be taken in collective bargaining, or to consider acquisition or sale of real estate.

Sequim schools

The Sequim School Board will discuss board communication and superintendent evaluation planning during a special meeting at 4 p.m. Monday.

The meeting will be in the district board room at 503 N. Sequim Ave.

No public comment will be taken. The board may take action.

Quillayute Valley schools

The Quillayute Valley School Board is expected to meet at 5:30 p.m. Tuesday.

It will meet at the library at Forks High School, 261 S. Spartan Ave.

No agenda was available as of Saturday.

Development Disabilities Advisory Committee

The Clallam County Developmental Disabilities Advisory Committee will meet at 5:30 p.m. Thursday.

The meeting will be held in the commissioners’ boardroom (160) at the Clallam County Courthouse.

Port Angeles Hearing Examiner

The Port Angeles Hearing Examiner will conduct a public meeting at 1:30 p.m. Thursday to review HTE 17-12 Port Stormwater Conveyance.

The meeting will be held at City Hall, 321 E. Fifth St., Port Angeles.

Covered will be the installation of Phase 1 of a stormwater treatment system at Port Terminal No. 7 Log Yard with the intention to improve water quality and to meet the permit benchmark values established under the Port’s Industrial Stormwater General Permit administered by state Department of Ecology.

Library system

The North Olympic Library System Board of Trustees will meet at 5:30 p.m. Thursday.

The meeting will be at the Port Angeles Library, 2210 S. Peabody St.
