Under the proposal, which would come into effect in July, owners of such vessels must get a vessel inspection prior to sale and provide a copy to the new owner and to DNR.
Owners who comply will avoid secondary liability if the vessel is later abandoned by the transferee or becomes derelict before a ownership transfer.
It requires public input.
Three public hearings are set, none on the North Olympic Peninsula.
The hearings are set in Mount Vernon, Vancouver and Seattle. All are at 6 p.m.
The Mount Vernon hearing is March 25, in the Mount Vernon City Council chambers, 1805 Continental Place.
On March 26, a hearing is set at the Vancouver Community Library, 901 C St.
On March 27, a hearing will be at the Beacon Hill branch of the Seattle Public Library, 2821 Beacon Ave. S.
