After interviewing five candidates and discussing the candidates in an executive session, the council voted 4-2 to appoint Starr to fill the seat left vacant by the retirement of Don Hall last fall.
John Butler and John Jensen also were nominated for the seat, each receiving one vote. Voting for Butler was Councilman Erik Ericksen, Voting for Jensen was Councilman Dennis Smith.
The other two candidates for the seat were Ron Fairclough and Karen Pritchard.
Starr and Fairclough also were interviewed in October when the council appointed Dennis Smith to fill the seat vacated by Bill Huizinga in August.
City Clerk Karen Kuznek-Reese swore Starr in immediately after the council’s vote during Monday night’s meeting inside the Sequim Transit Center.
The new appointee’s first vote was in favor of having City Attorney Craig Ritchie craft a resolution in support of Sequim School District’s upcoming levy requests.
The resolution will be considered at the council’s next meeting, Jan. 28.
A 24-year resident of Sequim, Starr said she would like to promote the city’s artists and improve its walking routes.
Now retired, Starr worked for Olympic Community Action Programs and is a member of the League of Women Voters.
She also has served on the Dungeness Watershed Committee and on the committee to explore the future of Sequim’s buildings.
